Payroll Services in support of DSB Youth Services Programs

The Washington State Department of Services for the Blind (DSB) is issuing this Competitive Solicitation pursuant to RCW 39.26.  Pursuant to this Competitive Solicitation, DSB intends to conduct a competitive procurement for Payroll in support of Vocational Rehabilitation Pre-Employment Transition Services (Pre-ETS) Year-Round Youth Programs.

Pre-ETS Youth Services activities provide job readiness training, work-based learning experiences, lessons in self-advocacy and career exploration for DSB’s low vision and blind participants aged 16 to 21. The work-based learning experience opportunities are generally paid internships. Several of the programs require the agency to bring on temporary staff in support roles. These temporary staff roles, as well as the paid internships, require an outside payroll source that can also serve as the Employer of Record. Programs and participation levels may fluctuate or be put on hold based on Agency resources.

The purpose of this contract is to act as employer of record and to provide professional payroll services for various DSB Youth Services programs. These services will include:

  • Youth internship wages, taxes, and other associated payroll costs
  • Acting as employer of record for temporary Program Support Staff to include wages, taxes, and other associated payroll costs
