Introduction: Lease Crutcher Lewis (Lewis) will be accepting Proposals from experienced firms to provide Mechanical Contractor Construction Manager (MCCM) and/or Electrical Contractor Construction Manager (ECCM) services for the EvergreenHealth Aging Infrastructure and Seismic Improvements (AI&SI) project. Lewis intends to select the mechanical and electrical contractors in accordance with the provisions of RCW 39.10.385.

The EvergreenHealth (EH) and Lewis have determined that this project meets the criteria established in RCW 39.10.385 for use of the MCCM and ECCM alternative selection procedure. Among the most important factors in this determination is the critical importance of having the mechanical and electrical subcontractor(s) involvement during the design phase of the project. For this project, it is important during design that the MCCM/ECCM provide detailed construction scheduling, input into procedures and specifications, participation in targeted BIM development, input into design, constructability issues, coordination of contract documents, determining construction logistics, providing detailed cost estimates, and investigation of existing conditions. If necessary, to help meet the overall project schedule, the MCCM/ECCM may be authorized to bid out and start construction early on subcontract bid packages prior to construction documents being 100% complete.

The first step in the selection process shall consist of the submittal of a Statement of Qualification (SOQ), which will be evaluated in accordance with the criteria set forth in this Request for Proposal (RFP). The second step will involve the selection committee’s evaluation of each SOQ, and short-listing of the 3-4 most highly qualified MCCM and ECCM firms to interview. A Request for Fee Proposal (RFFP) will then be provided, and a request made to submit a Final Proposal. This will include sealed bids with the Percent Fee stated as a percentage of the advertised Mechanical Maximum Allowable Construction Cost (MMACC) and/or Electrical Maximum Allowable Construction Cost (EMACC) and a fixed amount for the detailed Specified General Conditions Work. All sealed bids will be opened publicly on the due-date established by the RFFP.

The firm with the highest total score based on the points awarded for the SOQ, Interview and the results of the Final Proposal will be selected to provide Preconstruction Services and for M/E MACC negotiations. It is the intent of this RFP to select separate firms, one each, to perform MCCM and ECCM services for the project; however, if a firm believes it is the most highly qualified for both, and wishes to compete for each aspect of the work on that basis, they should submit separate proposals for consideration. If the parties cannot agree on a MACC as described in Section 5.4, 5.5 and 5.6, the negotiations will be terminated and EvergreenHealth (EH) and Lewis reserves the right to begin negotiations with the next highest scoring firm or to bid the project out. All costs incurred by firms choosing to participate in this RFP process shall be borne by the proposing firms.

All provisions of this RFP will become a part of the MCCM and ECCM Contracts. The firms’ written response to the RFP will also become a part of the MCCM and ECCM Contracts.

Project Description: EvergreenHealth is planning a substantial, multi-phase, seismic, and infrastructure upgrade with the ultimate project duration to be determined in conjunction with the selected GCCM/MCCM/ECCM. Preliminary scheduling and budgeting are pointing to an approximate total project value of $45 million and a five-year duration including pre-construction and construction. The anticipated contract value for the mechanical subcontract is $20.0 million and the value for the electrical subcontract is anticipated to be $10.0 million. The work will take place in many fully occupied acute care environments and mission critical spaces. The focus will involve seismic and aging infrastructure upgrades to the original hospital circa 1970, and various additions through 1985 and linked buildings of newer vintages. This will impact a basement plus 4 floors – approximately 205,000 sf. The related work will involve more limited seismic and infrastructure upgrades to newer portions of the hospital, dating from 1991 through 2002, and will impact a basement and up to 5 floors, depending on location; approximately 490,000 sf.

The presently identified zones that will be effected include: Green, Purple, and Old Red, 1970 and 1980’s vintages. Other work will affect Blue, Tan and Coral zones 1991 to 2002 vintages. The structural upgrades may include a combination of interior and exterior bracing and support with a goal of Immediate Occupancy for mission critical areas, and life safety criteria after a major seismic event for non-mission critical areas. Aging Infrastructure will be evaluated in terms of seismic restraint and life cycle replacement. Major functions of the hospital may be affected, including but not limited to kitchen, morgue, Oncology, Digital Imaging, Maternity, Surgery, Neonatal Intensive Care, Pharmacy, Main Laboratory, Main Stores/Linen Supply, critical IT servers and rooms, various procedural/exam rooms, and staff areas. Some of these departments/functions will be relocated to other areas of the hospital, on a temporary or permanent basis with phasing yet to be determined.
