City of Kirkland: Downtown Kirkland and NE 124th St. Pedestrian Safety

CITY OF KIRKLAND NOTICE TO CONSULTANTS FOR DOWNTOWN KIRKLAND AND NE 124TH STREET PEDESTRIAN SAFETY

The City of Kirkland solicits interest from consulting firms with expertise in Construction Management. This agreement will be for approximately 80 Working Days in duration with the option for the City of Kirkland to extend it for additional time and money if necessary. Consultants will be considered for the following project: Downtown Kirkland and NE 124th Street Pedestrian Safety

The City of Kirkland reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Submittals will not be accepted after 4:00 PM local time on April 11, 2024

Project Description

The work to be performed by the Consultant consists of installation of HAWK pedestrian beacon signals, bulb-outs, median extensions, lighting and signal improvements, striping, re-channelization, and curb ramp upgrades along Central Way in downtown Kirkland and NE 124th Street in the Juanita neighborhood.
Specific work in this project will install two Pedestrian Hybrid Beacons on NE 124th Street near NE 103rd Ave NE and 105th Pl.NE including new traffic signal cabinets/foundations, signal poles, LED Luminaires, junction box and conduit system. This will also include pedestrian curb ramp updates, pavement marking and permanent signage.

On Central Way there will be installation of curb bulb-outs, median extensions, curb ramp updates, traffic signal improvements, striping and re-channelization between Market St. and Lake St.

This project has 0% DBE goal.

The City of Kirkland reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s).

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan)

Submittal

Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
