Contract description: The Washington State Board of Registration for Professional Engineers and Land Surveyors (BRPELS) is conducting a competitive solicitation to award a Contract to acquire a Learning Management System to conduct training and testing for users.

Learning Management System (LMS) Objectives: the hosting platform must meet the following requirements:

  • The LMS must be subscription-based for least one year, with an option to extend hosting for up to 3 years at a similar per year cost.
  • Sufficient bandwidth to provide a positive user experience for up to 50- 75 users at a time, and up to 1,500/year. Users can self-register for training or documents in the library, without any external approvals. Agency administrators will register those users to take certification tests. Payment may be required in the future, so LMS must be capable of adding this feature later.
  • LMS must be SCORM compatible.
  • LMS must be web browser agnostic, i.e., can be used with a variety of browsers such as, but not limited to, Chrome, Firefox, and Edge.
  • LMS must include hosted Secured Sockets Layer (SSL) with managed SSL Certificate. Include any annual costs associated with this in the Exhibit C- Cost Proposal.
  • The selected company must be available for virtual meetings and must be available during standard Pacific Standard Time business hours.
  • Any changes to Third Party subcontractors the selected company employs in order to implement this scope of work during the length of the contract term will not incur any additional costs to the agency.
  • Maintain compliance with accessibility policy and standards set forth in Policy 188 – Accessibility, Policy 188.10 – Minimum Accessibility Standards, Section 508 of the Rehabilitation Act, and the Americans With Disabilities Act.
  • Easy to use, intuitive, requires minimal number of steps to accomplish tasks.
  • Supports a library of documents and trainings that Agency Administrators can add or delete.
  • LMS is and can maintain compatibility with office software and browsers, including updates, upgrades and patches.
  • The platform must provide a certificate of completion that can be saved and submitted, either digitally or printed.
  • LMS comes with native app for mobile devices.
  • Has a built-in Help Desk to assist users with issues with 24/7 user/technical support.
  • Supports the ability to send reminder notices via email.
  • The Agency would like the freedom to change/manipulate and create additional features in the LMS to be adaptable to shifting needs. LMS must provide multiple levels of Agency Administrator access, without the need for third party oversight, and privileges to include, but not limited to:
    • Ability to create, upload or edit Certificates by Administrators.
    • Ability for administrator to create custom fields that are searchable and reportable.
    • Allows administrators to create and assign roles.
    • Ability to activate/deactivate users from system. Supports the ability to enforce access based on user profile/roles.
    • Provides an administrator dashboard.
  • Testing features will include, but are not limited to:
    • Tests are auto graded by system.
    • Tests may be broken into modules, and a user will not be able move to the next module until previous is passed. The Agency will create the test in the LMS system.
  • First year implementation requirements shall include, but are not limited to:
    • Vendor assistance available for all implementation stages.
    • Initial training for Agency Administrators to be included in costs initial year-one costs.
    • Vendor shall also provide hourly rate for additional training and consultation hours that may be needed after the first-year implementation.
  • Reporting requirements of the LMS to include, but are not limited to:
    • Provides reports that identify mandatory requirements that are not met.
    • Ability to export report data.
    • Broad ability to report on the variety of data points that can be defined by Agency Administrators
    • Web-based reporting interface.
