Contract description: The Washington Traffic Safety Commission (WTSC) is conducting a competitive solicitation to award a Contract to acquire eLearning Modules for Advanced Driver Assistance Systems for users.

Advanced Driver Assistance Systems eLearning Module Development: Produce a professional, on-line self-paced training module based on adult learning principles that can be hosted on an on-line learning platform (not included in this scope). The training must be interactive and engage users’ attention while communicating the required knowledge. The intended end users are driver education instructors, instructor trainers, and driver school owners. These are not state employees, they are members of the public. The current knowledge level on Advanced Driver Assistance Systems (ADAS) of these users varies, ranging from zero knowledge to some knowledge.

The training will cover the following material:

  • How to use/navigate the training
  • Module 1: Introduction/Overview of Advanced Driver Assistance Systems (ADAS)
    • Role of the Driver Educator
    • Vehicle Safety Technology Factors in Crash Reduction and Benefits
    • Potential Concerns of Vehicle Safety Technology
    • Common Terminology
    • Categories of ADAS
  • Module 2: Overview of select ADAS Technologies, explaining how each of the following systems work, with benefits and limitations:
    • Forward Collision Warning
    • Automatic Emergency Braking
    • Lane Departure (warnings and control)
    • Adaptive Cruise Control
    • Blind Spot warnings
    • Rear backing warnings and automatic breaking
  • Module 3: Considerations in teaching students
    • Effectiveness of Vehicle Technology both in the classroom and behind the wheel
    • Impact on Driver Behavior
    • Best practices for Driver Training
    • Stay current on vehicle safety technologies.

Requirements:

  • Inputs for course development will be provided by WTSC and will primarily consist of content created by Association of National Stakeholders in Traffic Safety Education (ANSTSE) used for ADAS training, including lesson plans, learning plans and activities, PowerPoint slide content (excluding images) and quizzes. This content will be supplemented with videos produced by Traffic Safety Education Foundation. The vendor must abide by any licensing stipulations and requirements set by ANSTSE and any other contributing organizations and must credit all sources.
  • The total training should be 2-3 hours in length, broken into modules, as outlined above. Each module should be broken into shorter components, with knowledge checks after each.
  • Knowledge checks after each section to verify understanding. If user doesn’t demonstrate understanding, system should repeat that section.
  • Modules should provide a progress bar and ability to go back but not jump ahead (not slides, not segments).
  • Each module should generate a certificate for that number of hours of training.
  • Any specific requirements for Learning Management Systems (LMS) capabilities needed to ensure product functions as designed should be detailed out in proposal.
  • The materials should be useable for at least 2 years and must be in a format that can be updated incrementally (without re-creating the entire training) as ADAS technology changes. Use text to speech narration (vs. human narrator) so changes to narration can be made easily.
  • Customer must be provided at least two opportunities to review and provide feedback from driving instructors before final acceptance (logical review times should be mutually agreed upon).
  • WTSC will own the original files and be allowed to modify them as desired.

eLearning training must:

  • Be created in Articulate or similar industry standard platform and be SCORM compatible.
  • Maintain compliance with accessibility policy and standards set forth in Policy 188 – Accessibility, Policy 188.10 – Minimum Accessibility Standards, Section 508 of the Rehabilitation Act, and the Americans With Disabilities Act.
  • Be based in the United States including content hosting, storage, and customer service/tech support.

Proposed Project Phases:

  1. PROJECT PLAN: Create a project plan outlining schedule, steps, inputs, feedback processes, and deliverables. Project needs to have a completion date no later than September 30, 2024.
    1. Deliverable: Project Plan
  2. DESIGN: Next step is to detail content, design the learning flow and create assessments and provide draft of the modules. Provide this outline and content for stakeholders' review and modifications.
    1. Detailed module plan and content, with at least three weeks’ time provided for feedback.
  3. PRODUCTION MODULE 1: With feedback incorporated, assemble the first module of the course with graphics and audio production.
  4. IMPLEMENT AND TEST MODULE 1: Pilot the course on WTSC’s LMS with a test group(s), gather feedback and analyze the data, such as time taken, technical issues, etc. Feedback by WTSC will be provided within 2-3 weeks.
  5. INCORPORATE FEEDBACK: Make updates to first module and modify plans for remaining modules.
  6. CREATE: Create the remining modules with agreed upon modifications.
  7. LAUNCH: Bidder to assist WTSC in loading all modules on the LMS and test through entire process to ensure final product works per scope.
  8. FINAL SIGNOFF: Project is complete once modules are complete per scope of work and functioning on the LMS.
