Public Utility District No. 1 of Franklin County (Project Owner) is seeking sealed bids for fiber material from interested parties for its Washington State Broadband Office (WSBO) funded project to build fiber infrastructure for the Connell and Basin City Fiber-To-The-Home Project (Project). The Project is to build fiber infrastructure to the City of Connell and Basin City located in Franklin County, Washington.

Bids must be in writing and address each of the elements outlined in the Call for Bid No. 10280.   Submittals should be mailed to P.O. Box 2407, Pasco, Washington 99302-2407 or delivered to 1411 W Clark St, Pasco, Washington 99301 by Tuesday, April 9, 2024 at 4:00 p.m. Pacific Standard Time.  Proposals received after that date shall be considered nonresponsive. Faxed submissions will not be accepted.  Bids will be publicly opened in accordance with social distancing guidelines.

Bid prices shall be firm for a minimum of sixty (60) days from the date of the bid opening to allow for formal approval by the Commissioners of Public Utility District No. 1 of Franklin County. All bid prices shall exclude State and local sales taxes and use taxes.

All bids shall be sealed and shall be marked on the outside of the envelope: "Bid 10280 – FTTH Material”

The Project Owner reserves the right to reject any and all proposals or to waive any irregularity.

Each bid shall be accompanied by a certified or cashier's check payable to the order of the Commissioners of Public Utility District No. 1 of Franklin County, for a sum not less than five percent (5%) of the amount of the bid or accompanied by a bid bond in an amount not less than five percent (5%) of the bid with a corporate surety licensed to do business in the State of Washington.  This Call For Bids shall be considered to be in conformity with R.C.W. 54.04.070 and 54.04.080 and Chapter 220, Laws, Executive Session 1971, and the terms of said laws are incorporated herein by this reference.
