Jefferson County, WA HVAC Replacement Upgrade

Notice is hereby given that Jefferson County, State of Washington, is accepting bids until 2:00 PM on Friday, April 26, 2024 via email at tcoleman@co.jefferson.wa.us , or they can be hand delivered Attn: Tracy Coleman, Central Services Director, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368. An email receipt will be sent for those being sent via email. If you do not receive an email, your bid has not been received. The bid is for removing existing HVAC units from Health, DCD and PW building and providing 3-phase replacement HVAC Trane heat pump systems of like and kind. This will include all installation and necessary minimal modifications as outlined herein that is needed for a complete and proper installation.

SCOPE: The work is as follows but not limited to:

Furnish and install new Trane heat pumps where units 1, 2, 3, 5, 6, and 7 are currently single-phase equipment and will need to be three-phase like and kind Trane single point entry similar to units 4, 8, and 11 which are currently three-phase and must be replaced with like and kind Trane equipment as described here in. All equipment will come with auxiliary electric heat sized according to existing design build, low leak economizing, power exhaust for units 4, 8, and 11, and suitable control for diagnostics on all units.

New equipment shall pattern the Trane Precedent series to match existing curb design, otherwise, a like and kind Trane heat pump will be accepted for replacement with necessary modifications to set equipment on existing curb, provided equipment comes with auxiliary electric heat sized according to existing design build, with low leak economizing, power exhaust as per existing equipment design, and suitable control for diagnostics. It is noted at this time there are like for like units the fit within the existing curb design and weight limits. There is one three phase unit, No. 4, that will be a 5 Ton that would most likely need a curb adaptor, where the other units should not.

All new Trane equipment that is to be changed from single-phase to three-phase, units 1, 2, 3, 5, 6, and 7, will meet existing building electrical loads. Existing three-phase units, 4, 8, and 11, will match existing electrical parameters per unit and all new Trane equipment will come with single point electrical entry, and with a manufacturer supplied disconnect breaker within the unit.

All replacement units will come with economizing with local control, power exhaust according to existing design, and shall meet the minimum efficiency requirements according to existing energy code. Contractor shall provide equipment specifications and submittals of existing and new equipment to be installed for Jefferson County review and approval, prior to ordering equipment to verify proposed/installed unit weight does not exceed 5% above existing HVAC unit weight, the reuse of existing curbs, or to provide curb adapter if necessary, and to confirm new Trane equipment electrical load does not exceed current electrical limits.

Contractor shall provide equipment procurement from a Washington State certified vendor, they shall provide the crane service to lift and remove old units from the roof, and set new units on the roof in a safe manner, project overview, prevailing wage labor rates with no per diem or travel charge, materials, tools, equipment, supplies, services, components, and shall comply with the Jefferson County General Conditions to successfully complete the replacement of existing HVAC units as described here in the scope of work to the satisfaction of Jefferson County. HVAC contractor will provide start up sheets of each piece of Trane equipment. Contractor assumes all the responsibility for site verification of equipment for replacement, electrical upgrade and loads, controls, mounting, and other items required to successfully complete the HVAC replacements and meet the necessary building and safety codes. Contractor shall obtain all required approvals and permits prior to proceeding with the installation of the work in this scope, their bid will include any other trade contractor- (electrical, plumbing, crane service, etc.) services needed to complete the work, and they shall meet all local governing body code regulations.

BID: This will be a lump sum bid and tax to be included. You must do a site visit and inspection prior to bid. Site visits available on April 17th and 18th. No questions will be answered after Wednesday, April 25th at 3:00 PM. There is no Engineer’s Estimate.

SCHEDULE: Work to be completed 8 weeks of bid award, yet no later than July 12, 2024.

Bid Documents: This is a lump sum bid inclusive of prevailing wage labor and all materials to complete the job. Bids must include the following line items:

Each bid shall be accompanied by a surety bond, postal money order, cash, cashier’s check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety project bond in the amount of 100% of the contract price within ten (10) calendar days of the award. Jefferson County reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding.

The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
