Port of Bellingham - Photovoltaic System Planning, Design, and Construction Support

The Port of Bellingham (Port) has issued this Request for Professional Services (RFPS) to solicit written responses from qualified professional teams interested in providing support with the planning, design, permitting, and implementation of photovoltaic energy projects.

The Port intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a period of three years. The Port, at its sole discretion, may choose to renew the contract at the end of the initial three-year period. It is anticipated that, at a minimum, the successful respondent team will be tasked with completing two photovoltaic feasibility studies and two photovoltaic system designs as described below in Sections A and B; however, additional, similar projects may be added through amendments to the agreement.

Additional, similar projects may include planning, design, permitting, and implementation of various renewable energy systems throughout Port properties as described in Section C. The awarded respondent team will be given a fair opportunity to be considered for additional, similar projects issued during the life of the contract.

It is anticipated the successful respondent team(s) will have experience and expertise with the following project elements:

Photovoltaic Feasibility Studies

  • Project Management: Scheduling, contract administration, leading a multiple-discipline team, and coordination with consultant team, owner, regulatory agencies, and project stakeholders.
  • Structural Analysis: Evaluation of existing structures for allowable load increases based on code requirements, existing conditions, and recommended structural improvements.
  • Architectural Analysis: Evaluation of existing roof condition and recommendations for necessary repair, or replacement prior to installation of photovoltaic system.
  • Electrical Analysis: Recommendations for number/size of panels, orientation of array, anticipated production capacity, and any required electrical improvements. Includes evaluation of current loads for net metering.
  • Economic Analysis: Economic analysis of project payback period. Cost estimating for recommended system and associated improvements. Identify opportunities for grant funding, tax incentives, and partnerships with electric utilities.
  • Deliverables: Written report outlining findings from each of the above-mentioned tasks, including budget level design and construction cost estimate.
  • Potential Project Locations: Blaine Harbor Webhouse 2-3, International Trade Building, Squalicum Harbor Webhouses 1-5.

Photovoltaic System Design and Permitting

  • Project Management: Scheduling, contract administration, leading a multiple-discipline team, and coordination with consultant team, owner, regulatory agencies, and project stakeholders.
