The Washington State Department of Commerce hereafter called "COMMERCE,” is initiating this Request for Qualifications and Quotes (RFQQ) to solicit proposals from those interested in participating in a project to

1. Audit income-restricted units in multifamily property tax exemption (MFTE) properties in accordance with RCW 84.14.100(3) and
2. Develop a fee schedule for auditing services with the goal of a self-funded audit program.

The audits performed by this contract will be performance audits (not financial audits), where the actions of the recipients of the tax exemption are compared to what’s required by law to evaluate the effectiveness of the MFTE program.
