Viking Way Phase 2 Construction Managment

                                                                                  THE CITY OF STANWOOD NOTICE TO CONSULTANTS FOR

THE VIKING WAY PHASE 2 PROJECT

The City of Stanwood solicits interest from consulting firms with expertise in construction management of federally funded projects. This agreement will be for approximately one-hundred days (100) days in duration with the option for the City of Stanwood to extend it for additional time and money if necessary. Consultants will be considered for the following project. The one-hundred days will be split between pre-construction management, construction management, and project closeout. The working days will be split between two stages. Stage one, preloading, will consist of eight (8) days. Stage two will consist of sixty-five (65) days to remove preloaded material and construct the project.

The City of Stanwood reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of construction management services for the Viking Way Phase 2 Project.  The proposed improvements construction of 92nd Avenue intersection and Viking Way, including utilities. The project is expected to start construction Summer, 2024 and have a 73 working days duration. This includes 8 working days of preloading and survey work.

Evaluation Criteria

Submittals should be limited to 10 pages, not including cover page and introductory letter.

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualification of Proposed Project Manager
  2. Qualifications/Expertise of Firm
  3. Ability to meet schedule
  4. Approach to project
  5. Familiarity with WSDOT/FHWA standards
  6. Past Performance/References.
  7. Approach to meeting DBE goal

Submittal

Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.

The (City of Stanwood), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.”

Title VI of the Civil Rights Act of 1964 provides that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.

The (City of Stanwood) assures that no person shall on the grounds of race, color, or national origin, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 (P.L. 100.259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. The (City/County of) further assures every effort will be made to ensure nondiscrimination in all of its programs and activities, whether those programs and activities are federally funded or not.

The Civil Rights Restoration Act of 1987, broadened the scope of Title VI coverage by expanding the definition of terms "programs or activities" to include all programs or activities of federal aid recipients, sub-recipients, and contractors/consultants, whether such programs and activities are federally assisted or not (Public Law 100259 [S.557] March 22, 1988).

In the event the (City of Stanwood) distributes federal aid funds to a sub­recipient, the (City/County) of will include Title VI language in all written agreements and will monitor for compliance.

The (City of Stanwood) is responsible for initiating and monitoring Title VI activities, collecting data, preparing reports (including Appendix 28.93) and other responsibilities as required by 23 Code of Federal Regulation(CFR) 200 and 49 Code of Federal Regulation, WSDOT Title VI Plan, and the WSDOT Local Area Guidelines manual.
