2021 SEWER IMPROVEMENTS

INVITATION FOR BIDS

NOTICE IS HEREBY GIVEN that the Town of Rosalia will open sealed bid proposals and publicly read them aloud on or after 2:00 P.M on Thursday June 3rd, 2021, at Town Hall in Rosalia Washington for the 2021 Sewer Improvements Project.

The project consists of work to remove and replace sanitary sewer main, manholes, sewer service connections, replacement of water pipe where it conflicts with sewer pipe, three railroad crossings in coordination with Spokane, Spangle & Palouse (SS&P) Railway, and associated roadway payment and roadside surface improvements.  Base Bid Schedule and Additive Alternate Schedules are described in the Contract Documents.

A non-mandatory pre-bid meeting will be held by telephone at 2:00 PM on Tuesday May 25th, 2021 for interested contractors, subcontractors, and suppliers.  Those who wish to participate may receive the pre-bid meeting call-in phone number by emailing smineer@jub.com prior to the meeting.

All contractors must be licensed to conduct business in Washington State.

Sealed bid proposals must be delivered to the Town of Rosalia (110 W. Fifth/P.O. Box 277, Rosalia, WA 99170) by 2:00 P.M. on the date specified for opening, and in an envelope clearly marked “SEALED BID FOR TOWN OF ROSALIA 2021 SEWER IMPROVEMENTS”. In person acceptance of delivered bids will be available at Town Hall from 8:00 AM to 5:00 PM weekdays. The door to Town Hall will be locked.  Bidders should call Town Hall at (509) 523-5991 when they are standing at the entrance to Town Hall and a Town staff person will come to the door and observing social distancing protocols, will receive the sealed bid.

SEALED BID PROPOSALS MUST BE DELIVERED BEFORE 2:00 P.M.

All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished by the Town of Rosalia will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

Rejection of Bids: The Town of Rosalia shall have the right to reject any or all bids not accompanied by bid security or data required to by the bidding document or a bid in any way incomplete or irregular.  The Town of Rosalia shall have the right to reject all bids and not award the Work to any bidder.

All work performed on the project will be subject to the higher of the prevailing state or federal wage rates.

It is anticipated that this project will be funded in part by the Washington State Department of Ecology.  Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract.

Award of the construction contract is contingent upon approval by the funding agency.
