2022 Lakota Primary Clarifiers and Scum System Improvements

Sealed proposals for the hereinafter-described work will be received at the office of Lakehaven Water and Sewer District, 31627 1st Avenue South, Federal Way, WA  98003, until but not after 10:00 a.m., Local Time, on Wednesday, May 18 2022, at which time all proposals will be publicly opened and read aloud at the Owner’s Administration Building, 31627 1st Avenue South, Federal Way, Washington.  Telephone numbers for Lakehaven Water and Sewer District are: Seattle (253) 941 1516; Tacoma (253) 927 2922.  

The proposed work consists of (including all other necessary and appurtenant work) the following:  all labor, materials, and appurtenances necessary for replacement of sludge and scum collection mechanisms in primary clarifiers PC 201 and PC 202 and modifications to the scum pit at the District’s Lakota Wastewater Treatment Plant.  

Interested bidders should attend the project pre-bid meeting and site visit scheduled for Thursday, May 5, 2022, at 10:00 a.m., at the Lakota Wastewater Treatment Plant, 3203 SW Dash Point, Road, Federal Way, WA  98023.  The purpose of the pre-bid meeting is to answer any questions about this solicitation and to identify any special or technical requirements.  Contact Fei Tang at ftang@lakehaven.org or 253-945-1582 (direct line) to confirm attendance.

Proposals shall be made only on the forms downloaded from QuestCDN.com or furnished by the Owner, addressed and mailed or delivered to Lakehaven Water and Sewer District, ATTN: Purchasing Manager, 31627 1st Avenue South, Federal Way, WA  98003, in a sealed envelope plainly marked “BID ON:  2022 LAKOTA PRIMARY CLARIFIERS AND SCUM SYSTEM IMPROVEMENTS (22 1561),” and with the name and address of the bidder.  

A Bid Bond, substantially in the form as provided in the Proposal, cashier’s check, or certified check of the Bidder, made payable to “Lakehaven Water and Sewer District,” in an amount not less than five percent (5%) of the total amount bid, including tax, must accompany each proposal as security.  

Bidder’s attention is particularly called to the requirements as to minimum wage rates to be paid under terms of the contract.  Payments by cash warrants for labor and materials furnished will be on a regular monthly basis.  A one hundred percent (100%) Public Works Contract Bond will be required to guarantee the faithful performance of the contract.  The Owner is an Equal Opportunity Employer.

The Owner expressly reserves the right to award a contract to the lowest qualified, responsive bidder based on the Total Bid Amount, or to reject any or all bids for good cause, to waive minor informalities, and/or to postpone award of the contract for forty five (45) consecutive calendar days from the date of the bid opening.
