The proposed work consists of (including all other necessary and appurtenant work) the repair and/or cleanup as a result of occasional declared emergency failures of sewer and/or water utility facilities that do not permit the use of normal public works contracting procedures.  Work will only occur when the District has determined that an emergency exists and there is no minimum volume of work guaranteed under this contract.
