INVITATION TO BID

Bids for Olympia Regional Airport – Runway 17-35 Pavement Rehabilitation & Electrical
Improvements, will be received until the public bid opening will be conducted at 626 Columbia St. NW,
in the Olympics room at 2:00 PM, on the 6th day of March 2025, at which time the bids will be publicly
opened and read aloud. Any bids received after the time for opening cannot and will not be considered.

The scope of work being considered is:
1. Mill, crack seal, and overlay of approximately 760’ of Runway 17-35
2. New pavement markings in overlay area.
3. Groove new pavement in overlay area.
4. Re-stripe existing pavement markings on Runway 17-35
5. Replace existing edge lighting and signage on Runway 17-35.
6. Replace two constant current regulators.
7. Install new Airport Lighting Control Monitoring System

An estimated construction cost range for this project is $2,500,000 to $3,000,000.

All plans, specifications, addenda, and reference documents for this project are available on-line through
the Ports electronic procurement platform Bonfire and can be accessed via the project opportunity

All inquiries regarding the contents and requirements of this Bid must be in writing and directed
to the Contract Administrator and Project Manager, via the Ports electronic procurement
platform Bonfire.

An optional pre-bid conference will be held at the Olympia Regional Airport, 7643 Old Highway 99 SE,
Olympia, WA 98501, on February 24, 2025 at 11:00 a.m., local time. All bidders and potential
subcontractors are encouraged to attend. At this meeting, questions concerning the Contract Documents
and the proposed work will be discussed. A tour of the project site will be conducted after the meeting.
This is a prevailing wage project per State and Federal Laws. All labor on the project shall be paid no less
than the minimum wage rates established by the Washington State Department of Labor and Industries
or Davis-Bacon Act, whichever is greater.

This contract will be funded, in part, by a grant from the Federal Aviation Administration. As such, it will
be subject to federal requirements. These include, but are not limited to:
1) Buy American Preference
2) Foreign Trade Restriction3) Davis Bacon
4) Affirmative Action
5) Government wide Debarment and Suspension
6) Government wide Requirements for Drug-free Workplace
7) Federal Fair Labor Standards Act
All Federal provisions are given in the specifications under FAA Required Provisions.

Because the project is federally funded, it is therefore exempt from the Washington State Apprentice
Utilization Requirements.
The Port of Olympia, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat.
252, 42 U.S.C. §§ 2000d to 2000d-4) and Title 49, Code of Federal Regulations, Department of
Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted
Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders
that it will affirmatively ensure that in any contract entered into pursuant to this advertisement,
disadvantaged business enterprises (DBE) as defined in 49 CFR Part 26 will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, national origin, or sex in consideration for an award.

The DBE goal for this contract is 8.7%. All prospective Bidders are directed to the Instructions to Bidders
with regard to the procedures the Port of Olympia will utilize to achieve these goals.
Disadvantaged, Minority, and Women’s Business Enterprises are encouraged to respond. The Port of
Olympia does not discriminate on the grounds of race, color, religion, national origin, sex, age or handicap
in consideration for a project award.

Bidders are required to be licensed in accordance with and comply with the "Public Contractor's License
Law of the State of Washington."
Each bid must be accompanied by a Certified Check or Bid Bond in an amount equal to five (5) percent of
the Total Bid.

The Port of Olympia reserves the right to reject any and all bids or to accept any bid deemed by them to
be in the best interest of the Port pursuant to the terms of the General Conditions.
