Box 39/45672 Main Street Concrete, WA 98237 (360)853-8401 Request for Proposals – Consultant Services 2025 Comprehensive Plan Update The Town of Concrete is seeking a qualified firm to assist the Town in providing professional long-range planning services for the 2025 periodic update of the Town’s Comprehensive Plan. The consultant team will be tasked with providing the following services: - Reviewing, updating, and revising, as appropriate, the existing Comprehensive Plan text and maps, and all related technical and supporting data/documents, and ensure consistency with the Growth Management Act (GMA), Skagit County Planning Policies as well as any state mandates and Town Municipal Code. - Reviewing and updating and revising, as appropriate, the existing Comprehensive Plan policies, concepts, and language. - Consultant will review Department of Commerce checklists and will perform analysis of existing planning policies for consistency with the GMA, Countywide Planning Policies and Town of Concrete policies and/or Municipal Code. - Developing and Executing a Public Participation Plan - Developing and presenting supporting materials with staff and at public hearings, meetings, and workshops. Meetings may include an overview of the update process, and structured to receive citizen, elected official, and staff comments. - Coordinating with State, County, Reginal Authorities, and Tribes, as necessary. - Assisting with the environmental review documents proposed for adoption. - Drafting and finalizing the updated Comprehensive Plan document, including the format, layout and inclusion of illustrations and graphics, as needed. - Assisting with the Department of Commerce certification of an updated and adopted Comprehensive Plan consistent with the requirements of GMA. - Tasks to include drafting of new or updated municipal code sections to implement new policies. The experience and professional credentials of the firm with similar clients will be a major determinant in the selection of the firm, along with a demonstrated understanding of the Town’s needs and available start date. The most highly rated firm will be selected for negotiation of the professional service contract. Contract award is dependent on available funding. Town of Concrete reserves the right to reject all submittals or to cancel the advertisement for services, if required.
