24-051QP – BRIDGE REHABILITATION PROJECTS
The City of Seattle, through its Department of Transportation (SDOT), requests Statements of Qualifications to provide bridge structural rehabilitation services for the following bridges:
- Ballard Bridge Rehabilitation (24-051QP): $2.9- $3.2M
- Magnolia Bridge Rehabilitation (24-052QP): $5M - $2.7M
Qualified Consultants may submit a Statement of Qualifications expressing interest in one or more of the above bridge contracts.
Project Description:
Each contract requires a comprehensive engineering team capable of delivering a complete design, including 30%, 60%, 90%, & 100% PS&E package, all applicable NEPA/SEPA permits, and any ROW needs to be ready at the time of advertisement for construction for major rehabilitation of the Magnolia Bridge and/or Ballard Bridge. This team will work with SDOT’s delivery team, led by SDOT’s project manager.
The Scope of Work includes, but is not limited to inspection verification, preliminary design, rehabilitation alternatives and cost estimates, final design drawings and technical specifications, bid package and contractor selection recommendation, NEPA/SEPA permits, ROW acquisition, over-water work, communication and stakeholder coordination. The scope of work may be amended to include Engineering support during construction (e.g., RFI and submittal responses, site visit reports, testing results) and as-builts as a future phase.
Each negotiated hourly rates have an anticipated project schedule of Q3 2025 through Q1 2027. If a consultant is awarded multiple contracts, the rehabilitation projects must be completed simultaneously by that consultant.
SDOT reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.
Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for March 27 at 11:00 AM PST. Electronic submittals must be uploaded to OpenGov by April 24 at 4:00 PM PST.
