RFP 24-058QP: Transportation Funding Task Force

The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Project Management, Project Implementation, Public Relations, Resource Management, Facilitation, Policy and Funding Advising, Public Administration & Support, and Data Analysis & Reporting Services.

 

Project Description: The Consultant team will work collaboratively with the City to fulfill Resolution 32145. The Seattle Department of Transportation seeks a Consultant to coordinate closely with SDOT’s project team, as necessary to complete the scope associated with this body of work, including but is not limited to, three main parts:

 

Part A: Project Management of Task Force Workplan

The Consultant must:

  • Oversee scope, schedule, budget and SDOT project management team support
    • Guide overall approach and strategy
    • Develop a structure for how the Task Force will function
    • Facilitate a process for the Task Force to recommend funding and policy strategies to the Mayor and City Council
    • Prepares internal meeting agendas, notes and summaries
    • Generates draft materials for Task Force meetings including presentations, meeting notes, recommendations and reports to elected officials
    • Supports SDOT Project Team in preparation for internal City-decision maker review in preparation for Task Force meeting
    • Prepare and archives meeting materials
    • External engagement and engagement activities including communications plan development and execution if needed to support the work of the Task Force

 

Part B: Facilitating the Task Force Group Process

The Consultant must:

    • Be skilled at bringing people to the table, creating space for conversation, and developing consensus
    • Lead Task Force meeting administration, including meeting logistics and communications with Task Force members

 

Part C: Providing Technical Expertise on Funding Strategies and Policy Options 

The Consultant must:

  • Access the following expertise to support Task Force materials and discussions:
  • Public infrastructure finance
  • Asset and performance management
  • Contracting, procurement and delivery strategies within the context of Washington State regulations
  • Funding scenario development
  • Legal issues

 

Contract Type

Contract type (method of payment) will be Negotiated Hourly Rate, estimated to be up to $1,500,000 with an anticipated contract duration of 2 years, with the option to extend for additional time and cost. 

 

The Consultant awarded will be required to obtain and maintain a City of Seattle Business License.

 

Evaluation

Consultants will be evaluated and ranked on a combination of factors including but not limited to Project Team Qualifications, Past Performance, Project Approach, Project Controls – Cost & Pricing, and Project WMBE Inclusion Plan (100 Points Total). 

 

Submittal

Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for February 27, 2025, 11:00 AM. Electronic submittals must be uploaded to OpenGov by March 19, 2025, 4:00 PM
