6th STREET PRESERVATION PHASE III
RECEIPT OF BIDS: Each Proposal shall be submitted in a sealed envelope, with the Project Name and Project Number as stated in the Call for Bids clearly marked on the outside of the envelope, or as otherwise required in the Bid Documents, to ensure proper handling and delivery.
Sealed bids may be hand delivered to the City Clerk’s office at 345 6th Street Suite 100; the mailing address for sealed bids is 345 6th Street Suite 100, Bremerton, WA 98337 – 1873. Sealed Bids will be received by the City of Bremerton at the office of the City Clerk until 1:00 p.m. as shown on the wall clock in the City Clerk’s office, on November 7, 2024, for the 6th Street Preservation Phase III project. Any Bids received after the specified time and date will not be considered. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope. Only sealed bids will be accepted. No facsimiles will be considered.
OPENING OF BIDS: Proposals will be opened and publicly read after 1:00 P.M. on November 7, 2024 in the first floor Council Chambers.
COMPLETION OF WORK: The work must be physically completed within one hundred (100) working days after the commencement date stated in the Notice to Proceed.
DESCRIPTION OF WORK: The WORK to be completed under this Contract consists of asphalt pavement repair, asphalt planing, fiber reinforced HMA pavement overlay, ADA ramps demolition and reconstruction, installation of new water main line with service connection, abandonment of existing water main, stormwater system modifications, combined sewer overflow separation, demolition of existing and installation of a new traffic signal with vehicle detection systems, pavement marking, signing and traffic control.
Engineer’s Estimate range for this project is $3,900,000 and $4,100,000. All work shall be performed in accordance with the Contract Plans, these Contract Provisions, and the WSDOT/APWA Standard Specifications.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: BID PROPOSAL – 6th STREET PRESERVATION PHASE III.
BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.
PERFORMANCE BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.
PRE-BID CONFERENCE: Prospective bidders are strongly encouraged to attend the pre-bid conference conducted by the City which will include a walk-through of the project site. The objective of the pre-bid conference is to acquaint bidders with the work and conditions of the site. The pre-bid conference will begin at 1:00 P.M. on October 24, 2024, at the project site at the intersection of 6th Street and Veneta Avenue, Bremerton, WA, 98337.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or additives or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof.
No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
The City of Bremerton in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally‑Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
The project is funded by the Federal Highway Administration (FHWA) through the Surface Transportation Program (STP) and is subject to requirements for federally funded projects. A Disadvantaged Business Enterprise (DBE) mandatory goal of 10% has been established for this project with 0% for training. The 10% mandatory goal applies to all work on the project. Bidders are made aware of the requirement to include a Bidder Questionnaire (WSDOT form 272-022) in accordance with special provisions Section 1-02.6. Bids that do not include this form at the time of bid will be rejected in accordance with Section 1-02.13 of the special provisions.
