INVITATION FOR BIDS

NOTICE IS HEREBY GIVEN that the City of Deer Park will open sealed bid proposals and publicly read them aloud on or after 2:00 PM, on November 5, 2020, at City Hall in Deer Park for the 6th Street Reservoir Replacement Project.  Sealed proposals will be opened and read via video conference. The project generally consists of:

Base Bid: Construction of a 600,000 gallon composite concrete and steel elevated reservoir with associated water line and site work, including disconnection of the existing steel standpipe reservoir adjacent to the proposed reservoir site. The project also includes rehabilitation of the existing electrical panel and replacement of the level transducer at the Crawford Street Reservoir.

A non-mandatory pre-bid meeting will be held online on October 22, 2020. at 2:00 p.m. for those interested contractors, subcontractors, and suppliers. Please contact Alex DelRiccio, P.E. at J-U-B ENGINEERS, Inc. (509)-458-3727 for pre-bid login information.

All contractors must be licensed to conduct business in Washington State.

Sealed bid proposals must be delivered to the City of Deer Park (316 E. Crawford Avenue, Deer Park WA 99006) by 2:00 PM. on the date specified for opening, in a sealed envelope clearly marked “SEALED BID FOR CITY OF DEER PARK 6th STREET RESERVOIR REPLACEMENT”. In person acceptance of delivered bids will be available at City Hall from 8:00 AM to 5:00 PM weekdays. The door to City Hall will be locked.  Bidders should call City Hall at (509) 276- 8801 when they are standing at the entrance to City Hall and a City staff person will come to the door and observing social distancing protocols, will receive the sealed bid.

SEALED BID PROPOSALS MUST BE DELIVERED BEFORE 2:00 P.M.

All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished by the City of Deer Park will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

Rejection of Bids: The City of Deer Park shall have the right to reject any or all bids not accompanied by bid security or data required to by the bidding document or a bid in any way incomplete or irregular.

All work performed on the project will be subject to the higher of the prevailing state or federal wage rates.

This project is fully or partially funded through the Washington State Drinking Water State Revolving Fund Program with federal funds from the U.S. Environmental Protection Agency General contractors and all subcontractors must meet DWSRF requirements and provisions. 

Award of the construction contract is contingent upon approval by the funding agency.
