LOWER SQUALICUM CREEK ENHANCED TREATMENT - DESIGN SERVICES

 

The City of Bellingham (City) is seeking written statements of qualifications from consulting firms with expertise in municipal utility design and rehabilitation.

PROJECT DESCRIPTION

The City of Bellingham (“City”) is issuing this request for qualifications (RFQ) (Invitation No. 71B-2024 from consulting firms interested in providing professional design services for the Lower Squalicum Creek Enhanced Treatment (EV182) project.

The city is seeking a 90% design for stormwater BMPs for influent runoff to Lower Squalicum Creek. The initial contract will cover up to 90% design but has the potential to continue through final design and construction support as funding becomes available. This project will install bioretention or enhanced treatment BMP system(s) to treat approximately 18 acres of contributing area with more than 2,000 linear feet of roadway along Squalicum Way. Bioretention and proprietary treatment BMPs will be used to achieve enhanced treatment for all these flows that discharge to Lower Squalicum Creek, its subsequent estuary, and nearshore portions of Bellingham Bay.

Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded by a Water Quality Combined Financial Assistance Agreement with the Department of Ecology.

SUBMITTAL

The City invites all interested parties to respond to this RFQ by submitting their Statement of Qualification (SOQ) documents on the City of Bellingham website at https://cob.procureware.com/. Questions can be addressed to the Purchasing Office at the above address or by email Bids@cob.org.

The Purchasing Office 210 Lottie Street Bellingham, WA 98225 must receive the electronic submittals no later than 11:00 AM on October 15, 2024. The sealed submittals will be opened and read after the 11:00 AM deadline. The City reserves the right to postpone making the award for a reasonable length of time, to reject all submittals or parts of submittals as may be in the best interest of the City.
