This competitive Solicitation is issued to assist the Economic Services Administration’s (ESA), Division of Child Support (DCS) of the Washington State Department of Social and Health Services (DSHS) in seeking qualified Contractor(s) for the purpose of administering an Access and Visitation (AV) grant program to support and facilitate noncustodial parents’ access to and visitation of their children in the State of Washington. DCS will be utilizing federal grant funds to fund local projects that are similar to the type of allowable services outlined in 42 USC 669b: Mediation, development of parenting plans, education, counseling, visitation enforcement (including supervised visitation and neutral exchange/drop off) and development of guidelines for visitation and alternative custody arrangements. Allowable services can be provided by courts, state/local public agencies, and non-profit entities such as dispute resolution centers and other community and faith-based organizations.
