ADAMS COUNTY NOTICE TO CONSULTANTS FOR Gottlieb Hille Bridge #197-1 Reconstruction BROS-2001(053)
Adams County Department of Public Works solicits interest from consulting firms with expertise in Civil and Structural Bridge Design. A&E consulting services agreement will be according to WSDOT actual cost-plus fixed fee agreement. Consultants will be considered for one (1) bridge design. The duration of the consultant agreement will be from approximately February 1st, 2025, through December 31st, 2026, with the option for Adams County to extend the agreement for additional time and money if necessary. This bridge project is scheduled for construction in early spring of 2026 and completion in late spring of 2026.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of preliminary engineering, design and P.S. & E. for the bridge and roadway improvements of the Gottlieb Hille Bridge #197-1. The proposed improvements include the design of one (1) bridge and approach guardrail. Construction engineering would consist of reviewing construction submittals and technical assistance during the construction phase. This project is federally funded and will be held to Federal EEO requirements. Adams County will provide site control data. Adams County also has completed an initial site topo.
The major features of this project are as follows:
- Structural design of one (1) bridge with a span of approximately 50 feet

- PROJECT LOCATION
The bridge is located on Griffith Road, approximately 0.33 miles west of Lobe Road in Section 14, Township 20, Range 32 E. W. M.
SUBMITTAL
Submittals should include the following information: Firm name, address, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; actual Designers and Number or employees in each firm proposed to project.
Submittals will be evaluated and ranked based on the following criteria:
1) Key personnel; 2) Firm experience with WSDOT/FHWA standards (PS&E); 3) Firm and actual designers experience in bridge design; 5) Familiarity with relevant codes and standards; 6) Past performance/references; 7) Familiarity with Adams County; 8) Current approved ICR (Indirect Cost Rate) and approval letter from WSDOT.
Although the DBE goal for this project is ZERO (0) Adams County encourages Disadvantaged, Minority, and Women-owned consultant firms to respond.
Please submit THREE copies or your Statement of Qualifications and Standard Form 330 to Scott Kessler, Engineering Supervisor, Adams County Public Works, 210 W Alder, Ritzville, WA 99169 by, January 29, 2025, no later than 2:00 pm.
