ADAMS COUNTY NOTICE TO CONSULTANTS FOR HERMAN ROAD SAFETY PROJECT

Adams County is soliciting interest from consulting firms with expertise in Civil Engineering Design. A&E consulting services agreement will be according to WSDOT actual cost-plus fixed fee agreement. This solicitation will be for one project. The duration of the agreement will be from approximately July 1, 2025, through December 31, 2027, with the option for Adams County to extend the agreement for additional time and money if necessary. This road reconstruction project is scheduled for construction in early spring of 2026 and completion in summer of 2026.

Adams County reserves the right to amend terms of this Request for qualifications (RFQ) to circulate various addends, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This project is federally funded and will be held to Federal requirements.

Project Description

The work to be performed by the Consultant will consist of multiple phases to include Preliminary Engineering and Design and Construction Engineering and related subsequent work for the Herman Road Safety Project. Work under this project will include the design for the reconstruction of the current roadway implementing distracted driving countermeasures to include the installation of edge line rumble strips on shoulders and widening as well as intersection improvements. The major features of the project are as follows:

  • Field and topographic survey.
  • Design and plan development in Civil 3D/AutoCad dwg file and PDF.
  • Preparation of preliminary plans, final contract plans and quantities.
  • Bid Process
  • Construction inspection, material testing and management.

Adams County reserves the right to retain the services of the successful firm for any subsequent work related to any or all phases associated with this project.

Adams County will supply the following information pertaining to the proposed project:

  • Project Horizontal and Vertical Control.
  • County Right of Way alignment data
  • Typical Road templets, landowners, manage environmental permitting, concerns, and correspondence or coordination as needed.

Project Location

The project is located approximately 4.00 miles North of the City of Othello, WA, and West of HWY 17. Project begins at Herman Rd (#22601) MP 0.00 (SR-17) – MP 2.08(LeMaster Rd). Project is located in Township 16, Range 29, Section, 12 & Township 16, Range 30, Section, 8 E. W. M.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria.

  1. Qualifications/Expertise of Firm and Key personnel
  2. Ability to meet schedule
  3. Firm and designers experience in road design and approach to the project
  4. Familiarity with WSDOT/FHWA standards (PS&E) /
  5. Experience of Project management
  6. Familiarity with Adams County
  7. Past Performance/References
  8. Current approved ICR (Indirect Cost Rate) and approval letter from WSDOT

Submittal

Submittals should include the following information: Firm name, phone and fax numbers; Name and contact information of Principal-in-Charge and Project Manager, and number of employees in each firm proposed project.

Although the DBE goal for this project is ZERO (0) Adams County encourages Disadvantaged, Minority, and Women-owned consultant firms to respond.

Following evaluation of submittals, the County may conduct an interview with the most qualified firms to determine final selection. The county assumes no obligation of any kind for expenses incurred by any respondent to this solicitation.
