Request for Proposals (RFP) for Airport Consultant Services

 

 

The City of Renton – Renton Municipal Airport (“Airport”) is seeking to establish a contract with a qualified consulting firm or individual (“Firm) to provide Airport Consultant Services for services outlined in the next section, Scope of Services.

 

Please provide a proposal responding to the PROPOSAL REQUIREMENTS below, providing two hard copies and one electronic copy, with attachments, no later than 5:00 p.m. September 23, 2019. Background Information

Via this Request for Proposals (RFP), the Airport is seeking to establish a contract with a qualified consultant firm or individual (“Firm”) to provide the Airport with a variety of consulting services, including on-call consultant services as described in the following Scope of Services section, commencing in or about October, 2019, with an option for an additional one-year term through September 30th 2021.

The Airport is a General Aviation Reliever airport in the greater Seattle region of Washington State. The Airport consists of 170 acres of land with 210 based aircraft and serves a variety of light general aviation, corporate aircraft, helicopter, float plane and newly-manufactured passenger aircraft traffic. The Airport hosts two Fixed-Base Operators and a large aircraft manufacturing facility. In 2016, aircraft operations totaled 123,013, in 2017 aircraft operations were 135,287, and in 2018 aircraft operations totaled 143,402.

The Airport earned approximately $2.6 million in total revenues for the year ended December 31, 2016. For the year ended December 31, 2017, the Airport earned approximately $3.4 million in total revenues, and for year ending Dec 31, 2018, the Airport earned approximately $4.9 million in total revenues.

 

Scope of Services

 

The following Scope of Services is to be used as a general guide and is not intended to be a complete list of all work necessary to complete the provisioning of services. The scope will be finalized and may be enhanced by the Airport Manager during the contracting process.

 

  • Rates and Charges Analysis: The selected Firm will assist the Airport with efforts to determine proper rates and charges at the facility.
  • Federal Grant Applications: The selected Firm will assist the Airport and various departments in preparing future grant applications as needed.

The selected Firm will assist as needed in other such advisory services as may be specifically requested by the Airport, either on-site or on-call via email or telephone. Examples of such items, not intended to be all-inclusive are listed below.

  • Future Operator Contract Negotiations: The selected Firm will assist the Airport with efforts in concluding contract negotiations with future operators in an advisory capacity as an on-call service.
  • General Airport Related consultations: The selected Firm may be called upon to assist with trend analysis, cash flow analysis, debt service calculations, development of future debt strategies and capital program development as an on-call service.
  • The selected Firm may be called upon to assist, as needed, regarding compliance related to the FAA Rates and Charges Policy and FAA Grant Assurances.

Prior to the onset of any work performed, the selected Firm and the Airport will execute a contract which will outline each task involved and establish a schedule and cost for completing each task in a proposed work plan. The Airport will issue a notice to proceed, indicating approval of the work plan. The Firm will use its best efforts to ensure that each task in the work plan is completed on time according to the agreed upon work schedule.

The proposer must include the information noted in the evaluation criteria and must demonstrate how the firm meets the evaluation criteria.

PROPOSAL REQUIREMENTS

Weighted (Maximum Points)

  1. Cover Letter expressing interest and addressing, at a minimum, the following:
    1. Executive Summary of relevant qualifications and experiences
    2. Firm Size and Workload
    3. Finances; a discussion of your firm’s financial and organizational stability

 

  1. Required relevant experience of the Overall Firm: Demonstrated expertise and experience in airport consulting services. Include:
    1. Demonstrate a minimum of 10 years of verifiable experience in providing varying airport consultant services. Include the sizes of the airports for which the services were provided.
    2. Demonstrate knowledge of and working experience in these areas at a minimum:
      1. FAA AIP regulations and recent updates
      2. FAA Rates and Charges Policies
      3. Financial operations of airports under varying types of agreements
      4. Effects of Long Term Financing
    3. Demonstrate ability to provide services to support the tasks identified in the Scope of Services, above

 

  1. Relevant Experience of the Related Staff

 

  1. References: At least three references from previous clients for similar work completed by your firm. Cited references should include project name, reference name, title, project role, and current contact telephone number.

 

  1. Proposed Costs: Since each potential project cannot be scoped individually at the time of this RFP, please provide a work plan based on a similar airport for Rates and Charges Study (First item under Scope of Services). Please include estimated hours and hourly rate for each level of staff member used in a project.

 

Along with specific project estimates, list an hourly rate of staff members for potential phone (on-call) consultation services.

 

 

Cost of Proposal: The Airport shall not, under any circumstances, be responsible for any costs or expenses associated with any proposal prepared in response to this RFP. All costs and expenses incurred by the proposer in connection with the proposal submitted shall be the sole responsibility of the proposer.
