Alternative Electrical Subcontractor Selection Process EC/CM for CKTP Solids and Liquid Hauled Waste Upgrades

Hoffman Construction Company (hereinafter referred to as the GC/CM) has been selected as General Contractor/Construction Manager (GC/CM) for the CKTP (Central Kitsap Treatment Plant) Solids and Liquid Hauled Waste Upgrades project. 

The CKTP Solids and Liquid Hauled Waste Upgrades project will expand and improve the reliability of the biosolids treatment system at the Central Kitsap Treatment Plant (CKTP).  The Work consists of construction of two new digesters, improvements to the two existing digesters, mechanical co-thickening of primary sludge and septage, new septage receiving station, new fats, oils, grease (FOG) receiving facility, conversion of existing gravity thickener to centrate storage and a new maintenance building. Construction is slated to begin in Spring of 2025 and be complete mid-2028.

The GC/CM intends to select the Electrical subcontractor utilizing an alternative procurement method (EC/CM) in accordance with the provisions of RCW 39.10.385.    The reasons for utilizing this alternative procurement process include, but are not limited to, the following:

  1. Provide preconstruction consulting services including cost estimating, scheduling, phasing logistics, collaboration with the design consultants and assistance in the most cost-effective selection of materials and building systems related to the Electrical scope of work.
  2. Develop construction and phasing plans to minimize impacts to the active project site.
  3. Assist the design team in providing cost effective solutions to maximize energy efficiency.
  4. Provide BIM services to coordinate complex Electrical systems with the structure and other building systems.
  5. Potential early procurement of long lead specialty equipment.

All interested parties are hereby notified that a public hearing in accordance with RCW 39.10.385 will be held at 10:00am PST, July 15, 2024, at the Seattle office of Hoffman Construction Company of Washington, 600 Stewart Street, Suite 1000.

Evaluation criteria and scoring for each criterion are available upon request.  Written comments may be submitted to John Hamilton (206-498-7759) at john-hamilton@hoffmancorp.com and received no later than the time of the hearing.

Any protests related to the use of the alternative selection process must be submitted to Kitsap County, Attn: Chris Sheridan at csheridan@kitsap.gov within 4 calendar days of the final determination.
