Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.

Your firm is invited to submit an offer to Owner for construction of a building located at:

221 Duryea Street

Raymond, Washington 98577

Before 2:00 pm local time on the 30th day of September, 2025, for:

Project: American Legion Veterans' Housing, Resource Center, and Raymond City Hall.

At which time submitted Sealed Bid Proposals will be recorded as to Time and Date received.

Project Description: Project consists of all work in the Construction Documents titled “American Legion Veterans' Housing, Resource Center, and Raymond City Hall” dated August 20, 2025. The project includes, but is not limited to the following: demolition, general, civil, plumbing, mechanical, and electrical construction.

The Project consists of the demolition of an existing concrete and wood structure and the construction of a new three-story mixed-use building. The new building will contain Raymond City Hall and a Community Resource Center on the ground floor, and eighteen studio- and one-bedroom affordable apartments on the second and third floors. The building is three stories of wood-frame construction, a structural concrete slab and grade beams, bearing on a deep-pile foundation. Demolition includes removal and/or partial removal of existing timber piles and utilities. Site work includes asphalt paving, concrete stairs and ramps on deep piles, and sidewalk and paving restoration in the public right-of-way. Infrastructure improvements include new connections to the City of Raymond's water service (for domestic and fire), sanitary sewer, and storm drainage. Three-phase electrical service is provided by the Pacific County PUD and must be brought to the site underground.

Included with the Sealed Bid Proposal, the Contractor shall provide the following information:

  • Unit Price Form.
  • Alternates Form.
  • Statutory Subcontractor Listing Form.
  • General Contractor's Qualification Statement (AIA Document A305).
  • Non-Collusion Affidavit.
  • Supplemental Bidder Responsibility Criteria Questionnaire.

Project Drawings and Project Manual, including Specifications, comprise one Contract Document. By submitting a Bid, all Bidders certify that they have reviewed the totality of the Contract Documents and not any part thereof in isolation from the totality.

Printing and shipping of Documents will be at the Bidders expense. Only complete sets of Documents will be issued.

bid opening

It is the sole responsibility of the bidders to deliver bid proposals and associated required documents to Raymond City Hall, 230 Second Street, Raymond Washington 98577 by 2:00pm on September 30th, 2025, and in the manner indicated. Late proposals and associated documents will not be considered and will be returned to the bidder un-opened.

Bids will thereafter be publicly opened and read aloud, beginning at 2:15 PM local time. The bid opening can be attended in person, at the Raymond City Hall conference room.

bid security

Each proposal must be submitted on the prescribed forms and accompanied by a cashier’s check, certified check or bid bond executed on the prescribed form, payable to Willapa Community Development Association in an amount not less than five percent (5%) of the amount of bid. No bidder may withdraw or modify their bid after the hour set for opening thereof, unless contract award is delayed for a period exceeding 90 days.

time for completion

All Work in this Contract shall be substantially complete within 425 consecutive calendar days from the Notice to proceed. Extensions may be granted due to conditions beyond the control of the Contractor or their Subcontractors. Validity of such conditions shall be determined solely by the Architect. The Owner intends to issue a Notice To Proceed (NTP) on or about November 15, 2025.

other information

This project is partially funded through the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development.

This project is partially funded by the Washington State Department of Commerce Housing Trust Fund (HTF). Compliance with the Evergreen Sustainable Development Standard is required.

All work performed on this project will be subject to the higher of the prevailing federal or state wage rates.

Small, Minority- and Women-owned firms are encouraged to submit bids.

To the greatest extent feasible, contracts for work awarded in connection with Section 3 projects shall be provided to business concerns that provide economic opportunities to Section 3 workers residing within the non-metropolitan county in which the project is located.

pre-bid open forum

A pre-bid conference is scheduled for Wednesday September 3rd, 2025, from 12:00 pm to 2:00 pm local time at the Project Site. Attendance is MANDATORY for General Contractors. Attendance is optional for Subcontractors. Attendance by the auger-cast pile and concrete foundation Subcontractor is encouraged.

Agenda will include topics that may affect preparation and submittal of the bids, including the following:

  • Administrative conditions, including Section 3 requirements, ESDS requirements and documentation.
  • Site conditions.
  • Bidder questions.

Bidder questions will be received during the Pre-Bid Open Forum. At the conclusion of the pre-bid forum, all questions and the Architect's answers shall be reduced to writing and shall be published as an Addendum to this solicitation, so that all bidders may bid on an equal basis, free from error and with a clear understanding of the requirements of the contract.

Written Bidder questions addressed to the project manager via email at: 24026AmericanLegion@eworks.org will be accepted until Wednesday, September 10th, 2025 at 5pm local time. All questions and the Architect's answers shall be published as an Addendum to this solicitation, so that all bidders may bid on an equal basis, free from error and with a clear understanding of the requirements of the contract.

Written Substitution Requests addressed to the project manager via email at: 24026AmericanLegion@eworks.org will be accepted until Friday, September 12th, 2025 at 5pm local time. Approved and rejected substitution requests shall be published as an Addendum to this solicitation.

right to accept or reject

The Owner shall have the right to reject any or all bids not accompanied by bid security or the required bidding documents; submitted by an unqualified bidder; or a bid in any way incomplete or irregular.

The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or information in any proposal as may be deemed in the best interest of the Owner. No proposals will be accepted after the hours set for receipt of bid submittal as set forth above.
