Automated Client Eligibility System (ACES)
The Automated Client Eligibility System (ACES) is the eligibility determination and case maintenance process for Temporary Assistance for Needy Family (TANF), state and federal cash programs, the Federal SNAP Basic Food Program, state funded food program, Medicaid, Long Term Care medical, and state medical programs for the State of Washington. ACES supports federal and state policies and procedures for delivering benefits to clients statewide. ACES is a large and comprehensive, mission critical, system, supporting up to 8,000 users in over 90 locations throughout the state and controlling over $2 billion in annual client benefits.
ACES leverages new and existing technologies to:
- Deliver services and support that reduce poverty;
- Help people reach their highest possible level of self-sufficiency;
- Support a cohesive and coordinated human services system for people in need;
- Deliver solutions that are fiscally responsible, well-managed, efficient, effective, and results-focused; and to
- Be part of the infrastructure and systems to effectively support people building better lives.
ACES supports interfaces with Health Benefit Exchange (HBE) to their Health plan finder system; Washington Connection; JPMorgan for Electronic Benefits Transfer (EBT); Barcode, which includes Working Connection Child Care (WCCC) and a variety of sub systems; DSHS Children’s Administration Case Management and Information System (CAMIS) FamLink; DSHS Client Registry; Income and Eligibility verification via interfaces with Employment Security Department and Social Security Administration; WorkFirst Case Management via the Jobs Automated System (eJAS); DSHS Social Services Payment System (SSPS); the Agency Financial Reporting System (AFRS); the Medicaid Management Information System (MMIS) known as ProviderOne; Office of Superintendent of Public Instruction (OSPI); the Treasures Office as well as other state and federal agencies.
Note: This solicitation is posted under the Washington State Department of Enterprise Services ITPS Master Contract. Thus, bidders must be admitted to the first tier of that two tier contract in order to be eligible to bid.
