Behavior Rehabilitation Services (BRS)

Intensive Mental Health

    

The State of Washington, Department of Children, Youth, and Families (DCYF) is seeking qualified Contractor(s) to provide non-secure intensive mental health residential treatment for children and youth with extreme mental and behavior needs, who are approved for and on Children’s Long-term Inpatient Program (CLIP) wait list, or have been in a CLIP and now destabilized, needing intensive interventions. Additionally, for youth with destabilized mental health behaviors who are in the CLIP application process, either in the process for review or are waiting to be approved, or destabilizing from BRS services due to intensive mental health related symptomology. These services can only be provided in a licensed residential treatment program.

All Bidders must meet the following minimum qualifications:

Bidders must:

  1. Must be licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
  2. These services can only be provided in a licensed, non-secure Residential Treatment Facility (RTF). Must be able to show proof of current licensure as a non- secure residential treatment facility as licensed through the Department of Health (DOH).  The Contractor shall maintain a Department of Health license set forth in WAC Chapter 246-337, WAC 246-341-1118 through 246-341-1158 as applicable or its successors.
  3. The contractor must be able to meet the requirements of a Qualified Residential Treatment Program (QRTP) as defined by the Families First Prevention Services Act (FFPSA).

The RFP will be issued on December 16, 2020 and responses will be due on January 26, 2021.  On the date indicated, DCYF shall post the RFP, Sample Contract, and any amendments and announcements relating to the RFP, on Washington’s Electronic Business Solutions (WEBS).  WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.

All Responders must register as a vendor on WEBS, using the appropriate commodities code listed in the RFP, and must download the RFP from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS.

Commodities codes: 

952-15-Case Management, 952-43 – Family and Social Services, 952-47-Foster Home and Adoption Services, 952-59-Human Services, 952-62-Mental Health Services: Vocational, Residential, Etc., 952-95-Youth Care Services.
