BELLINGHAM PUBLIC SCHOOLS REQUEST FOR QUALIFICATIONS GENERAL CONTRACTOR/CONSTRUCTION MANAGER (GC/CM) COMMUNITY TRANSITIONS & ASSOCIATED SITE WORK
Bellingham Public Schools (BPS) requests qualifications from General Contractors for the construction of Community Transitions Project, using the procedures permitted under Chapter 39.10 of the RCW, as amended, for selected projects for public works contracting in lieu of sealed bids.
The project consists of a new educational facility and all associated onsite improvements including parking and utilities. This project is planned to be a net zero ready facility upon completion. The construction budget is approximately $16 million. Design development drawings are complete and 100% CD’s will continue to be developed with the input of the selected GC/CM. Construction is anticipated between June 2025 to August 2026.
The GC/CM shall provide high-quality services including scheduling, phasing logistics, collaboration with the design consultants, direct construction best-practices, organize design investigative work and provide assistance in the selection of materials and building systems, and solicit and manage subcontractor bid packages and supplier bidding, including tracking of disadvantaged business enterprise ownership and labor metrics. The GC/CM shall provide high-quality construction services to safely deliver a superior project that comprises the full scope of program needs set by BPS that is on time and within budget.

Qualifications must be received by Bellingham Public Schools via email at: CT.rfq@bellinghamschools.org no later than Thursday April 17, 2025 @ 3:00:00 PM PST. The Project name and submittal date must appear in the Subject line of the email. Any firm failing to submit its qualifications in accordance with the procedures set forth in the Request for Qualifications may be considered non-responsive.
Questions should be submitted via email at: CT.rfq@bellinghamschools.org. There will be a non-mandatory pre-proposal conference for this project on Wednesday April 2, 2025, at 3:30 PM PST. The conference will be held via Zoom and the link will be made available in the RFQ. The particulars of the project, the selection process, schedule, and the elements of the contract will be discussed at that time.
