General Notice

The Beverly Water District (Owner) is requesting Bids for the construction of the New Reservoir and Site Improvements - 2025 project. This Project includes the following work: Design and construction of a nominal 141,000-gallon concrete potable water reservoir and associated accessories; installation of approximately 260 linear feet (LF) of 6-, 8-, and 12-inch yard piping and approximately 220 LF of 4- and 8-inch gravity drain piping; installation of hypochlorite feed pumps, meter and chlorine injection vaults, and a pressure transducer and vault; electrical improvements; and other miscellaneous work. The Project also includes an alternative for a mixing system.

 

This Project shall be completed by June 30, 2026.

 

Bids for the construction of the Project will be received until Thursday, September 4, 2025, at 10:00 a.m., local time. At that time, the Bidders and Bid Amounts will be publicly reviewed on QuestCDN.com and read aloud via video conference or conference call. The public review of the bids received can be accessed via the web link and telephone number noted in the Q&A section on QuestCDN.com for the Project.

 

For this Project, Bids will be received and accepted ONLY via the online electronic bid service through QuestCDN.com. To access the electronic Bid Form, download the project documents and click Online Bidding at the top of the Project posting.

 

This Project is being funded in part through the Washington State Drinking Water State Revolving Fund (DWSRF) program. The Successful Bidder and all associated subcontractors must meet DWSRF requirements or provisions and be licensed to conduct business in Washington State.

 

All Work will be subject to federal and state requirements relating to the use of federal funds, including Davis Bacon Wage Rates, Washington State Prevailing Wage Rates for Public Works Projects, Equal Employment Opportunity, Washington State Contracting Laws, etc. All Work performed on this Project will be subject to the higher of federal or state wage rates.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., or at the other locations listed below.

Bidding Documents are available at http://www.andersonperry.com under the Bid Docs link. The digital Bidding Documents may be downloaded for a non-refundable payment of $50.00 by inputting QuestCDN eBidDoc Number 9811558 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at QuestCDN.com, at 952-233-1632, or via e-mail at info@questcdn.com. The Bidding Documents will be available for download after August 8, 2025. No paper sets will be provided for bidding purposes.

 

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only plan holders registered with QuestCDN will be able to participate in vBids. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

To be considered responsible and the Bid responsive, Bidders must submit specific documentation requested in the Instructions to Bidders on the Bidder’s capacity, experience, and ability to successfully complete the Work to the Owner with the submission of the Bid, or separately to the Engineer on or before 5:00 p.m., local time, September 10, 2025.

 

Each Bid on the Project must be submitted on the prescribed form and accompanied by a certified check or bid bond payable to the Owner in an amount not less than 5 percent of the amount bid. The successful Bidder will be required to furnish the necessary additional bonds for the faithful performance of the Contract as prescribed in the Contract Documents.

 

The Owner may reject any bid not in compliance with all prescribed requirements and may reject for good cause any and all bids upon finding that it is in the public interest to do so.

 

Pre-bid Conference

A pre-bid conference for the Project will be held on Tuesday, August 19, 2025, at 10:00 a.m., at the reservoir site located at the northwest corner of Lind Street and 2nd Avenue in Beverly, Washington. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Domestic Preference

This Project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this Project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
