General Notice

The Beverly Water District (Owner) is requesting Bids for the construction of the New Well No. 3 - 2025 project. This Project includes the following work: Construction of a potable water well to a total depth of 420 feet below ground surface and shall consist of 130 feet of grouted conductor casing, approximately 330 feet of 12-inch diameter grouted casing, 90 feet of 12-inch diameter open hole (all approximate lengths), and other miscellaneous work. The Project has an expected duration of 145 days.

Sealed bids for the construction of the Project will be received by Anderson Perry & Associates, Inc. at 214 E. Birch Street, Walla Walla, Washington 99362, until 1:00 p.m., local time, March 12, 2025, at which time the Bids received will be publicly opened and read.

This Project is being funded in part through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the U.S. Environmental Protection Agency. The Successful Bidder and all associated subcontractors must meet DWSRF requirements or provisions and be licensed to conduct business in Washington State.

All Work will be subject to federal and state requirements relating to the use of federal funds, including Davis Bacon Wage Rates, Washington State Prevailing Wage Rates for Public Works Projects, Equal Employment Opportunity, Washington State Contracting Laws, etc. All Work performed on this Project will be subject to the higher of federal or state wage rates.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is: Anderson Perry & Associates, Inc., 214 E. Birch Street, Walla Walla, Washington 99362, 509-529-9260, David Jepsen, P.E., djepsen@andersonperry.com Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., or at the other locations listed below.

Bidding Documents are available at http://www.andersonperry.com under the Bid Docs link. The digital Bidding Documents may be downloaded for a non-refundable payment of $30.00 by inputting QuestCDN eBidDoc Number 9543566 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at QuestCDN.com, at 952-233-1632, or via e-mail at info@questcdn.com. The Bidding Documents will be available for download after February 21, 2025. No paper sets will be provided for bidding purposes.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

To be considered responsible and the Bid responsive, Bidders must submit specific documentation requested in the Instructions to Bidders on the Bidder’s capacity, experience, and ability to successfully complete the Work to the Owner with the submission of the Bid, or separately to the Engineer on or before 1:00 p.m. local time, March 13, 2025.

The Owner may reject any bid not in compliance with all prescribed requirements and may reject for good cause any and all bids upon finding that it is in the public interest to do so.

Pre-bid Conference

A pre-bid conference will not be held for the Project.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Domestic Preference

This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
