CITY OF BREMERTON NOTICE TO CONSULTANTS FOR
Naval Avenue: 1st St to 15th St. Bicycle and Pedestrian Enhancements Project
The City of Bremerton, Public Works, Engineering Division, solicits proposals from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately two years in duration with the option for the City of Bremerton to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The City of Bremerton reserves the right to amend terms of this “Request for Proposals” (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
Statement of Need
The work to be performed by the CONSULTANT consists of preparing preliminary engineering design, environmental permitting support, ROW plan preparation and design development, and public outreach for improvements along Naval Avenue between 1st St and 15th St. The proposed improvements include designing a corridor re-configuration as part of a road diet (including the following features: bike lanes, bike boxes, bicycle detection, wider sidewalks, curb and gutter, curb ramps, pavement markings, signal timing, lighting improvements, modified storm drainage, and intersection treatments) on Naval Avenue between 1st St and 15th St. The design will also include evaluating the option of roundabouts at intersections. This project has a voluntary SBE goal of 10%. Please see the City’s website, http://www.bremertonwa.gov/Bids.aspx, for a copy of the grant application and additional supporting documentation. Also, the City of Bremerton reserves the right to retain the services of the successful firm(s) for any subsequent phases (ROW and/or Construction Phase Services) associated with this project.
Proposal Elements and Evaluation Criteria
Proposals shall include the following elements for evaluation:
- The Firm’s general approach to the project
- Key Personnel to work on the project, including experience and availability
- Proposed schedule to deliver the design
- Firms familiarity with Bremerton/WSDOT/FHWA standards
- Past Performance with contract deadlines and deliverables
- Approach to meet the voluntary SBE goal (SBE Participation Plan)
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.

Submittals will not be accepted after that time and date.
