INVITATION TO BID

The City Of West Richland will receive sealed bids for the Brotherhood Reservoir Project at the City of West Richland, Public Works Building, 3100 Belmont Blvd., Suite 102, West Richland, Washington 99353 until 10 a.m., April 24, 2018.

This project consists of the construction of a new 1 MG reinforced concrete potable water reservoir including: site excavation and fill, access road improvements, drain line piping, chlorination building, potable water piping, and yard piping. All in accordance with the technical specifications, drawings, and contract documents.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance bond or quality assurance submittals within the time stated in the contract documents, the bid proposal deposit shall be forfeited to the City of West Richland. Each Bidder shall warrant that he has not entered into collusion with another bidder or any other person, and does not discriminate in any manner against any person based solely on race, color, sex, or creed.

Only properly executed proposals submitted on the forms furnished by the City of West Richland will be accepted. The City of West Richland reserves the right to reject any or all bids, to waive any informalities, to accept any bid deemed to be responsive in the best interest of the City of West Richland and reserves the right to readvertise for new proposals.

This project is funded in part through the Washington State Drinking Water State Revolving Fund program with federal funds from the Environmental Protection Agency. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or subcontract resulting from this solicitation for bids.

All work performed on this project will be subject to the higher of the prevailing state or federal wage rates.

The City of West Richland, in accordance with Title VI of the Civil Rights Act of 1964, 79 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in.
