CITY OF CAMAS NOTICE TO CONSULTANTS FOR
LACAMAS CREEK SEWER PUMP STATION IMPROVEMENTS
CITY PROJECT: S1000

The City of Camas solicits interest from consulting firms with expertise in civil engineering project management, wastewater pump station design, environmental permitting, archaeological research and permitting, surveying, and construction management. This project will be funded entirely by the City of Camas.

PROJECT DESCRIPTION
The existing Lacamas Creek Pump Station was constructed in 1958 and is located just east of 1642 NE 3rd Avenue in Camas, WA on the west shoreline of Lacamas Creek. The pump station is nearing its design capacity, and many of the components have reached their useful life. The City of Camas is seeking a consultant team to design and permit a new Lacamas Creek pump station, and a nearby satellite pump station to serve homes and businesses in the NE 3rd Loop area. Additional components of the proposed project include inlet and discharge piping to serve each new pump station, demolition of the existing piping that serves the existing pump station, a park restroom facility, and grading of the larger City of Camas Park Property on the north side of NE 3rd Avenue. Environmental permitting will likely include local Critical Areas and Substantial Development Shorelines, WDFW-HPA, DOE Construction Stormwater with SWPPP, and USACE with NMFS consultation. A permit from DAHP is also expected. All work will occur on properties that border Lacamas Creek and the Washougal River, which are part of a larger area that has a high potential for pre-European artifacts.

ANTICIPATED SCOPE OF WORK
The work that will be performed by the selected consultant is broken down into two major “stand-alone” phases, which will include, but not be limited to, the following items:

• Preliminary Engineering & Permitting – Phase 1
  •  Prepare design report, PS&Es for City and DOE review and approval.
  • Conduct surveying for preliminary engineering, right-of-way and easement documents as needed. Prepare related plans, legal descriptions, and exhibits.
  • Project Management during the P.E. phase – coordinate all phases of the design and permitting process, allocate resources, prepare and maintain the project schedule, schedule and coordinate utility meetings, conduct weekly or bi-weekly project meetings, prepare and explain various plans, reports, and other information as needed or directed by the City.
  • Coordinate with the various agencies involved in the permitting and approval process by completing all: environmental studies, reports, and permit applications as required; archaeology field investigation, tribal consultations, and any required DAHP permit applications; monitoring and mitigation plans, and other related information as needed to support all permitting efforts.
  • Prepare final PS&E’s for the project, with full submittals at 30%, 60%, 90%, and Final 100%. Assist with and attend one or two Open House meetings, and a contractor pre-bid meeting prior to the Bid Date.
• Construction Management Services – Phase 2:
  • Surveying, construction staking, and monumentation.
  • Construction Management including: full-time inspection, submittal reviews, project documentation and daily inspection reports, photos, coordination of all work and permit activities, schedule reviews, change order preparation and review, on-going weekly or bi-weekly construction meetings, and on-going communications with City staff, various agencies, property owners, and contractors.
  • Project closeout activities, preparation of punch list, start-up, testing and commissioning of all equipment and systems.
  • Preparation of “As-built” drawings and other general construction records.
  • Coordination with City of Camas staff as necessary, and other related tasks.

SCHEDULE
• Start preliminary engineering no later than May 2018.
• Complete PS&E’s and all permitting in preparation for bid advertisement in spring/early summer of 2019.
• Construction completion by August 1, 2020.

PRELIMINARY BUDGET
The total project budget is $3.5 million.

SUBMITTAL REQUIREMENTS
A cover letter is optional; however, submittals should include the following general information:
• Firm name, office location, phone number and fax numbers.
• Names, phone numbers and email addresses of Principal-in-Charge and Project Manager.

Submittals will be evaluated and ranked based on the following criteria:
1) Firm/team experience in the following areas – (60% of the Total):
a. Civil Engineering - Wastewater Pump Stations and Transmission = 15%;
b. Environmental Permitting and Management = 15%;
c. Archaeological Investigation, permits, and strategy = 15%;
d. Familiarity with current technology options, relevant codes and DOE standards = 15%;
2) Approach and Project Management = 20%;
3) Staff continuity and ability to meet the project schedule = 20%

Consultants are required to submit their statements in the format and order of the above listed evaluation criteria. Please limit the size of submittals, including tables of contents, appendices, illustrations, charts, graphs, cover letters, and any other information, to a maximum of 24 pages or up to 12 double-sided sheets with text no smaller than size 10 font on 8 ½” x 11” paper. Two additional 11” x 17” sheets are allowed as part of submittal. Please do not submit cost proposals at this time.
