CUSICK WATER TREATMENT PLANT
CUSICK, PEND OREILLE COUNTY, WASHINGTON
INVITATION FOR BIDS
The Town of Cusick will receive bids for upgrading their Water Treatment Plant. The project in general will be to upgrade the treatment process, add four pumps, change from gas to liquid chlorination, improve system reliability, flexibility and control.
Proposed scope of work elements are:
- Two new raw water pumps, 550 gpm each
- Two new treated water pumps, 400 gpm each
- New motor control center
- New automated control system and instrumentation
- Hypo chlorination system and add new telemetry system
- Add telemetering system between treatment plant and reservoir and upgrade the alarm system
- Add clear-well piping and sampling modifications
- Install filter to waste system
- Replace control valves water meters and other miscellaneous items.
- Include SCADA system as an add on alternate item

Contract Documents were prepared by Coffman Engineering. A mandatory pre-bid walk through of the proposed project will take place at 1:00 PM on Friday, February 16th, 2018. The bid walk will begin at the Cusick treatment facilities located at the along 1926 Black Road, Usk, WA. Call Dan Sander at 509-879-0268 to confirm in case of inclement weather. Sealed bids will be received at the Town of Cusick, in Cusick, WA prior to 4:00 PM on March 6th, 2018 where bids will be opened and publicly read. All bids not received prior to the time and date set forth above will not be accepted for consideration. Bids can be delivered by mail to PO Box 263, Cusick WA 99119 in person 107 1stSt.Cusick or by email. Please email Mayor at firstname.lastname@example.org and email@example.com before the bid due date to provide notice you are sending it electronically or in person then ask for a phone call back to confirm that it was received for your own protection. Town of Cusick and or Coffman Engineers will not be responsible for you sending it to an incorrect address or any other delivery failure. Provide a copy of the Bid bond along with the bid.
It is anticipated that the work can begin on or after March 13th, 2018 and is to be completed or on before July 1, 2018.
The contractor must be licensed, bonded, and insured in the State of Washington. The contractor must have satisfactorily completed a minimum of two water treatment projects for similar sized public water systems in the past five years. This requirement can be met with a combination of general and subcontractor experience. It is acceptable to have a subcontractor submit qualifications for the pump and controls installation.
Bid Security: A certified or bank cashier's check in the amount of five percent (5%) of the bid amount, payable to the Cusick Water Treatment Plant, or bid bond executed by a licensed bonding company is required with each bid.
Rejection of Bids: The Town of Cusick specifically reserves the right to reject any or all bids and waive minor informalities or irregularities.

This project is funded through the Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development (HUD). CDBG requirements and provisions must be met by general contractors and all subcontractors. Estimated engineering costs are $612,000 for base bid.
