IC2 High Priority Chemicals Data System (HPCDS) Project

The Northeast Waste Management Officials' Association (NEWMOA) seeks proposals from software vendors to support the Interstate Chemicals Clearinghouse (IC2) High Priority Chemicals Data System and Data Flow Project (the "Project"). The Project will facilitate greater efficiency and cost effectiveness for states with reporting programs for manufacturers of children's products; reduce reporting burdens and provide better service for those manufacturers; increase opportunities for interstate involvement in data analysis and presentation; improve access to robust data for federal, state, and non-governmental stakeholders; and enhance the sharing of reported information with the public.

The successful bidder will provide services to:

  1. Develop a Web-based data system through which children's product manufacturers can satisfy state reporting requirements for information on chemicals in children's products
  2. Establish a presence on the Exchange Network through a virtual node and create an Exchange Network data flow
  3. Publish data through a RESTful web service
  4. Create an interface to allow external users to easily query the database and download data

Proposals are due by 5:00 PM EDT on Wednesday, April 25, 2018.

A vendor conference will be held on Monday, April 2, 2018 from 1:00 - 3:00 PM EDT in the NonProfit Center's first-floor Video Conference Room, 89 South Street, Boston, MA 02111 to provide potential contractors with an opportunity to present questions arising from the RfP. Vendors unable to attend the conference in person can participate via conference call. Please inform NEWMOA of your interest in participating in the vendor conference in person or by phone.

NEWMOA is the sub-recipient of a federal grant from the United States Environmental Protection Agency (EPA) to the Oregon Health Authority (OHA). OHA submitted a grant application to EPA in 2016, in partnership with NEWMOA and the Washington Department of Ecology. Once the grant was awarded, OHA entered into an agreement with NEWMOA. NEWMOA will issue the contract with the company that is awarded a contract under this RfP.
