NORTH WAPATO LIFT STATION

Sealed Proposals will be received by the undersigned at the City of Wapato, 205 E. 3rd Street, Wapato, Washington 98951, up to 11:00 A.M.; local time on March 8, 2018, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct North Wapato Lift Station.

The scope of work includes installation of a new lift station, manhole, and sanitary sewer. The work shall include all required electrical and telemetry work.

The Work shall be substantially complete within 140 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City of Wapato, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above.  Proposals are to be submitted only on the form provided with the Contract Provisions.  All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the “Ownerand in an amount of not less than five percent (5%) of the total amount bid.

Bid Documents may be examined at the office of the Owner, or the office of the Project Engineer, Gray & Osborne, Inc.  Bid Documents for this project are available free-of-charge at the following website:  “http://gobids.grayandosborne.com”.  Bidders are encouraged to “Register” as a planholder in order to receive automatic email notification of applicable addenda and to be placed on the “Planholder List”.  For assistance, please call (509) 453‑4833.  Contract questions shall be directed only to the office of the Project Engineer.

A Prebid Conference is scheduled for March 1, 2018.  The conference will begin at the existing North Wapato Lift Station (Intersection of North Track Road and East Wapato Road, Wapato Washington), at 2:00 P.M. (local time).  Prospective bidders are encouraged to participate.  Any other site visits shall be limited to 9:00 A.M. to 12:00 P.M., Monday through Friday, and shall be coordinated through Jeff Schumacker, of the Owner, by calling (509) 877-3031, at least 24 hours in advance of the visit.  No unauthorized visits or unscheduled visits will be allowed.

All work on the project shall be subject to the higher of the State or Federal wage rates. Where federal wage rates apply, the successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000.00 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

Financing of the Project has been provided in part by the City of Wapato, The Washington State Department of Ecology State Revolving Fund, United States Department of Agriculture Rural Development, and the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids. Buy American Iron and Steel provisions apply.
