Birch Bay Drive and Pedestrian Facility, Bellingham WA

NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue Suite 503, Bellingham WA 98225 for the following:

BIRCH BAY DRIVE AND PEDESTRIAN FACILITY, CRP NO. 907001

UNTIL: 2:30 PM Tuesday October 8, 2019

At which time and place the bids will be publicly opened and read aloud. All bidders and any other interested people are invited to be present. Late submittals will not be considered.

Whatcom County Public Works Engineering Division is requesting bids for the Birch Bay Drive and Pedestrian Facility project. This project includes construction of a soft shore roadway protection berm and drainage upgrades, an American with Disability Act (ADA) compliant pedestrian path, and other work, as further described in the bid documents.

There is a 9 percent Underutilized Disadvantaged Business Enterprise (UDBE) Condition of Award for this Contract. The Bidder shall submit with the Bid completed UDBE Utilization Certification and Confirmation forms with the bid, or alternatively submit them to the Project Engineer as outlined in the Special Provisions no later than 24 hours after the bid opening.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities. Whatcom County encourages disadvantaged, minority and women owned firms to respond.

Whatcom County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

As required by law, the E-Verify System may be required.
