BID OPENING: Tuesday May 9th, 2023 TIME: 11:00 a.m.
NOTICE IS HEREBY GIVEN that sealed bids for construction of the BOISE CREEK RESTORATION AT ENUMCLAW GOLF COURSE project will be received at the City of Enumclaw at 1309 Myrtle Avenue, Enumclaw, Washington 98022 until 11:00 a.m. on Tuesday May 9th 2023. Bids will be opened, read, and tabulated immediately following. Proposals received after the time fixed for opening will not be considered. Bids must be accompanied by a certified check or bond, payable to the City of Enumclaw of not less than 5% of the total bid. Funding for the project is provided by the King County Flood Control District, Washington State Department of Ecology, Washington State Recreation and Conservation Office and Salmon Recovery Board, and the City of Enumclaw.
The general scope of improvements includes excavation of new Boise Creek and Chappel Springs stream channel segments, construction of an earthen embankment, installation of engineered log structures, construction of two new permanent bridge crossings, transfer of stream flow into the new channels, filling part of an abandoned stream channel, invasive species control and riparian planting restoration work. Associated work includes temporary access bridge installation, fish exclusion, temporary erosion controls and monitoring, golf course irrigation system preservation and restoration, removal of golf course irrigation and drainage systems along the new channels, golf course green and tee box restoration, construction of new golf course tee boxes, chain link fence installation, golf course pathway restoration, one year plant establishment work, and other project scope as outlined in the bid documents. Work on this multiphase project will take place along stream segments within the City of Enumclaw, WA golf course and occur over multiple years. All in-water work for phase 1 and 2 of construction, including transfer of flow into the new Boise Creek channel, shall be completed no later than September 30th, 2023. Temporary traffic controls and coordination with the golf course is required to ensure playability of the course throughout construction.
A VOLUNTARY PRE-BID MEETING for this project will be held at the project site 45220 288th Ave SE, Enumclaw, on Tuesday April 25th, 2023 at 11:00 AM to provide prospective bidders with the opportunity to access the site, review existing conditions, and ask questions relating to bidding or construction of the work under this contract. Access to the project site outside of this voluntary pre-bid meeting will be limited. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders.

Bidders must “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self- Registered Bidders List”. The Contractor must comply with the minimum rates for state and federal wages, whichever is higher for laborers and mechanics and subcontracts exceeding $2,000 as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts. All work performed on this project will be subject to the higher of the Davis-Bacon/Prevailing Wage requirements or the State of Washington Prevailing Wage requirements.
The City of Enumclaw reserves the right to reject any or all bids not accompanied by bid security, or data required by the bidding documents, a bid in any way incomplete or irregular, or if the bid amount exceeds the amount of funds available for the project. Proposals must be submitted on the prescribed forms. The successful bidder will be required to furnish to the City of Enumclaw a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the contract price.
