REQUEST FOR PROPOSALS
BOX CANYON DAM 5-YEAR DIVE INSPECTION
PEND OREILLE PUBLIC UTILITY DISTRICT
Public Utility District No. 1 of Pend Oreille County (the District), is requesting proposals for a vendor to provide a dive inspection of the Box Canyon Dam asset owned by Pend Oreille Public Utility District No. 1 (District). This is a 5-year license requirement.
RFP Requirements
At a minimum, the response must include the following:
- Completed cover sheet with background of the vendor and identify a point of contact.
- Provide all labor, supervision, tools, equipment, materials, services and consumables for the safe execution and reporting for the following scope of work items:
- Attend coordination meeting at Box Canyon site with PUD personnel to discuss scope and logistics – minimum one week prior to mobilization
- Record video inspection of spillway apron, toe, diffuser blocks and spillway gate bottom threshold surface
- Record video inspection of auxiliary spillway upstream and downstream (where accessible)
- Record video inspection of rock outcropping between auxiliary spillway and draft tube tail water area
- Record video inspection around perimeter of new Upstream Fish Passage structures
- Record video inspection of toe of draft tube area,
- Inspect forebay toe, floor and walls
- Inspect and record video of all entry trash racks
- Scan spillway downstream apron and adjacent area for spillway gate seal parts or seal clamp bars
- Enter and record video inspection of drainage inspection tunnel at toe of downstream spillway apron
- Submit Inspection Report and video recordings for above listed items
- Proposed costs
- Submittals are due no later than 10/23/2019 2:30 p.m. Pacific Standard Time. Submittals received after the above date and time for any reason will not be considered. The District is under no obligation to return submittals.
- Bids MUST be submitted using ProcureWare OR may be mailed in a sealed envelope to the District's Administrative Office at P.O. Box 190, Newport, WA 99156 or hand delivered to the District’s Administrative Office located 130 N. Washington, Newport, WA 99156. The sealed envelope must read “RFP No. 19-032”.
- Hard copy submittals must include one original and two (2) copies to the attention of Tim McMaster, Power Production Manager.
- Questions related to this submittal should be sent by email to Tim McMaster (tmcmaster@popud.org). Responses to these questions will be made available to all via ProcureWare.
- Questions must be received by 5:00 p.m. Pacific Standard Time on 10/18/19.
- The District reserves the right to cancel this RFP at any time, or issue amendments or corrections. The District reserves the right to award this contract, or to not award this contract.
Evaluation of the RFP
The District will evaluate each submitted submittal for completeness to the RFP. Submittals that do not meet the minimum requirements will not be considered. The District reserves the right to reject all submittals, and modify or withdraw the RFP. The District will award the contract to the qualified bidder whose proposal is most advantageous to the District based upon the factors identified below. The District will engage the respondent with the highest scoring response to discuss a service agreement. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity.
The proposals will be evaluated based on the following:
- Completeness of proposal
- Qualifications of the vendor
- Price
Proposals must be submitted no later than 2:30 p.m. on October 23, 2019
