INVITATION TO BID
BOX CAYON DAM PAVING PROJECT
PEND OREILLE PUBLIC UTILITY DISTRICT
Public Utility District No. 1 of Pend Oreille County (the District), is seeking bids for a contractor to complete a paving project located at and around the Box Canyon Dam facility near Ione, Washington.
Purpose
The purpose of the bid is to obtain a contractor to complete a paving project and associated work for an area in and around the Box Canyon Dam facility near Ione, Washington. The work will be performed under the direction of the District’s Water System Manger or other designated District personnel. The work will be done under a written contract in a form acceptable to District. The District shall be the exclusive judge of all bids and reserves the right to accept or reject any bid proposal based upon its own criteria and sole judgment.
Scope of Work
The District is seeking bids for contractor to complete asphalt paving, chip-sealing and all associated grading, rock installation, and associated prep work based on the below outline which corresponds to the attached map. The total square footage of all areas identified on the map (numbers 1-10) is approximately 173,460 square feet.
A. Areas labeled numbers 1, 2, 7, & 10 are not currently asphalted. Total area is approximately 74,700 square feet. Areas numbered 1 & 2 will be bid as additive alternates.
Scope of Work:
a. Remove and haul off existing material (dirt and rock) to accommodate 9” of new material as identified below. Removed material to be placed at a location designated by the District (near the dam, across Highway 31).
b. Install 6” of ¾” minus crushed rock.
c. Conduct grading to meet elevations of all existing facilities, asphalt, roadways, structures, etc.
d. All areas should be sloped appropriately to manage drainage and run-off.
e. Install 3" thick asphalt - all asphalt to maintain existing grade.
f. Where new asphalt meets existing asphalt, the existing asphalt shall be saw cut.
Please note: Areas #1 & #2 to be bid additive alternates.
B. Area labeled number 9 has existing asphalt. Total area is approximately 16,760 square feet.

a. Clean and fill cracks with approved crack sealant.

b. Apply seal coat.
c. Stabilize and repair approximately 150’ of the boat launch road edge (the lower part of this section) and apply seal coat.
d. The contractor must follow and propose how they plan to follow Best Management Practices (BMP) for retaining erosion and run-off to comply with Washington State’s Storm Water Pollution Prevention Plan (SWPPP) when working near the water.
C. Areas labeled numbers 3, 4, 5& 6 are existing asphalt. Total area is approximately 46,000 square feet.
Scope of Work:
a. Clean and fill cracks with approved crack sealant.
b. Apply seal coat.
D. Area labeled number 8 (driveway/entry-road to Hwy 31) has an existing chip-seal. Total area is approximately 36,000 square feet.
Scope of Work:
a. Clean and fill cracks with approved crack sealant.
b. Chip seal.
c. Fog seal on completion.
E. Areas labeled 2, 3, 6, & 7 following completion of the above work are to be line striped as appropriate. This work will be bid additive alternate at a unit price per linear foot.
Additional Specifications
Asphalt shall meet the following specifications:
HMA Cl. ½” PG 64H-28 conforming to Section 5-04 of the latest edition of Washington State Department of Transportation (WSDOT) Standard Specifications.
Compaction of base rock shall be 95%.
Compaction of asphalt shall be 95%.
Contractor to supply these results.
All removed materials and any excess material shall be hauled offsite and properly disposed of.
Bid to include a 12-month warranty on all work.
All quantities provided are approximate - the contractor is responsible for field verification prior to bidding. Contractor to include all necessary quantities in bid.
All bidding documents, including a map with area numbers noted, can be viewed and/or downloaded through the District’s online contracting portal, ProcureWare, at https://popud.procureware.com. In order to be eligible to bid and ensure notification of addenda/clarifications, bidders must be registered through ProcureWare.

It is the intention of the District to have the project start late September 2021 and be completed no later than November 1, 2021.
Bid Requirements
Each bid must be accompanied by the following:
• The completed bid proposal form including a preliminary timeline and schedule.
• A bid guarantee in an amount not less than five percent (5%) of the bid amount, made payable to PUD No. 1 of Pend Oreille County. Performance and payment bonds will be required with the contract.
The State of Washington prevailing wage rates are applicable for this contract located in Pend Oreille County. Bidders are responsible to verify and use the most recent prevailing wage rates. All contractors must comply with State of Washington and CDC Guidelines with respect to COVID-19.
Bid Submittals
• Bids must be submitted using ProcureWare, the Districts online contracting portal, at popud.procureware.com no later than September 9, 2021 at 1:00 p.m. PST. Submittals received after the above date and time for any reason will not be considered.
• Questions related to this submittal must be submitted by way of ProcureWare no later than September 2, 2021 at 4:00 p.m. PST. Responses to these questions will be made available to all bidders via ProcureWare.
• A Mandatory Pre-Bid walk-through will begin at the District’s Box Canyon Facility on August 26, 2021 at 1:00 p.m. PST. Participants will be required to follow State of Washington and CDC Guidelines with respect to COVID-19.
