NOLL ROAD CORRIDOR IMPROVEMENTS

NORTH SEGMENT AND MIDDLE SEGMENT SAFE ROUTES TO SCHOOL PROJECT CN2024-03

 

Sealed Bids will be received by the City of Poulsbo at City Hall, 200 NE  Moe  Street, Poulsbo, Washington 98370-7347, until 11:00 a.m., Monday, February 3, 2025, as stamped by the official bid clock located on the Engineering Department counter. Bids will therefore be opened and publicly read aloud. Bids received after the time fixed for Bid Opening will not be considered. Contract shall be awarded on or after February 3, 2025. Bidders shall familiarize themselves with RCW 39.04.350, effective February 3, 2025.

 

All bid proposals shall be accompanied by a proposal guarantee (certified or cashier’s check or approved bond) payable to the City of Poulsbo in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Poulsbo.

 

The City of Poulsbo reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served.

 

 

The City of Poulsbo in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Access to bidding information (plans, specifications, addenda, and Bidders List) is available through City of Poulsbo’s on-line plan room. Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on “Posted Projects,” “Public Works,” and “City of Poulsbo.” This on-line plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. If you don’t have access to the Web, you can make arrangements to pick up a set at the Poulsbo City Hall, Public Works Engineering Division, 200 Moe Street NE, Poulsbo, WA 98370, 360-394-9882, for a NON-REFUNDABLE fee of $50.00. If you wish the bid documents mailed to you, add $15.00 to cover postage. Informational copies of any available maps, plans, specifications, and subsurface information are on file for inspection in the office of the Poulsbo Project Engineer, 200 Moe Street NE, Poulsbo, WA 98370.

 

The improvements for which bids will be received are described as follows:

 

This project will provide roadway, illumination, sidewalk, and shared-use path improvements between Noll Road NE and NE Bjorn Street, sidewalk improvements at Poulsbo Elementary School, a roundabout at the intersection of NE Mesford Road and Noll Road NE, and roadway, sidewalk, and shared-use path improvements between NE Mesford Road and NE Lincoln Road. Stormwater conveyance improvements will be included. Utility relocation will occur as needed. New water and sewer mains will be installed in the vicinity of NE Lincoln Road.

The Contractor will have 200 working days to complete the work in compliance with all applicable laws and regulations. This federally funded project has a 12% Disadvantaged Business Enterprise (DBE) goal and both apprentice training goal of 800 hours and apprentice utilization goal of 15%.
