PUMP STATION 7 UPGRADES

ENGINEER’S ESTIMATE $595,000

Sealed Proposals will be received by the undersigned at the City of Westport, 604 North Montesano Street, Westport, Washington 98595, up to 2:00 p.m.; local time on Thursday, February 15, 2018, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Pump Station 7 Upgrades.

The upgrades include providing new high-efficiency submersible sewage pumps, a new concrete wet well lid with hatches and valve vault, a receptacle and manual transfer switch for connection of the City’s portable emergency standby generator, new electrical panels, and telemetry for real-time equipment monitoring.  New ductile iron piping and fittings shall be provided from the pump discharge through the wet well to the valve vault.  New discharge check valves and plug valves with pressure gauges shall be installed in a new valve vault adjacent to the wet well.  The piping shall be painted inside the wet well and valve vault.  The upgraded pump station shall be paved and enclosed by a black vinyl-coated fence, equipped with a pedestrian gate, and a rolling gate.

The Work shall be physically complete within 195 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Westport, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above.  Proposals are to be submitted only on the form provided with the Bid Documents.  All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Westport” and in an amount of not less than five percent (5%) of the total amount bid.

Bid Documents may be examined at the office of the City of Westport, or the office of the Project Engineer, Gray & Osborne, Inc.  Bid Documents for this project are available free‑of-charge at the following website:  “http://gobids.grayandosborne.com”.  Bidders are encouraged to “Register” in order to receive automatic email notification of future addenda and to be placed on the “Bidders List”.  For assistance, please call (206) 284‑0860.  Contract questions shall be directed only to the office of the Project Engineer.

A Prebid Conference is scheduled for Tuesday, January 30, 2018.  The conference will begin at City Council Chambers, 506 North Montesano Street, Westport, Washington 98595 at 1:00 p.m. (local time) and conclude with a site tour.  Prospective bidders are encouraged to participate.  Any other site visits shall be limited to 9:00 a.m. to 3:00 p.m., Monday through Friday, and shall be coordinated through Jim Atkinson, of the City of Westport, by calling (360) 268-0512, at least 24 hours in advance of the visit.  No unauthorized visits or unscheduled visits will be allowed.

The City of Westport expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
