ON CALL HAZARDOUS MATERIAL CONSULTING

The Evergreen State College is soliciting Statements of Qualifications (SOQ) from Hazardous Material Consulting and Testing firms to provide on-call professional hazardous material consulting services for a variety of remodeling and renovation projects as well as in support of standard and emergency operations at The Evergreen State College.

 

Master Agreements: The Evergreen State College intends to select up to two firms under an on-call Agreement that will have no specific scope of work or contract amount. Total dollar amount of work per year is estimated to range between $10,000-$40,000. As individual projects arise, the parties will negotiate the scope of work and fee and formalize it in a project authorization. Total fees for the biennium period may not exceed $150,000. The term of the on-call Agreement will be July 1, 2021 through June 30, 2023.

 

Scope of Services: The services under the on-call Agreement may include, but are not limited to, the following: hazardous material surveys, studies; abatement design and specifications for asbestos, lead, PCBs, regulated metals and other hazardous materials; cost estimates; air monitoring; air, soil, and water sampling and analysis; documentation and abatement support services.

 

The selected firm will work under the direction of the Facilities Services Project Managers and Safety Manager.

 

Evaluation Criteria: The SOQ must include and will be evaluated based on the criteria listed below. Each firm’s SOQ must include an index and be organized by discrete sections corresponding to the criteria and in the same order as below:

 

  1. A cover letter expressing interest, addressing, at a minimum, the following:
    1. A summary of your firm’s qualifications.
    2. Outline the size of your firm and discuss your firm’s capability to manage multiple projects of the indicated scope, on an on-call basis.
    3. Discuss your firm’s historical workload.
    4. Discuss your firm’s financial and organizational stability, and experience in completing similar projects with durations ranging from several months to two years that were completed over the last ten years.
    5. Discuss your proposed team members and your strategy for staffing the various projects over the contract term.
    6. Identify the office that will manage and administer the projects.

 

  1. Demonstrated   expertise   and   experience on   successful abatement   projects   in   occupied classroom, office, health care facilities, and mechanical areas.  Provide information about five such projects that demonstrate, at a minimum, the following: a) phasing requirements, b) projects constrained by adjacent occupancies, c) ability to manage schedule and budget throughout project phases, d) comparison of original and final budget and schedules. The Evergreen State College prefers that the example projects have hazardous materials consulting costs ranging from $500 to $50,000.

 

  1. Demonstrated experience in the preparation of hazardous material surveys and abatement documents for public works facility renovation projects.

 

  1. Project management philosophy related to managing multiple simultaneous projects.

 

  1. Knowledge of and experience with the Public Works approval processes of the State of Washington and experience in producing Good Faith Surveys that meet the requirements of Department of Labor and Industries (L&I), Department of Ecology, and The Olympic Region Clean Air Agency (ORCAA).

 

  1. List and explain the circumstances of any projects in the last three years that required notification to the Department of Labor and Industries regarding Occupational Health Exposures and/or the Department of Ecology, EPA, or the Olympic Region Clean Air Agency (ORCAA) regarding releases.

 

  1. Resumes of the proposed principal in charge and any other key members of the firm, including at least two project managers who will be directly responsible for the oversight and execution of any work that may be assigned. Include the length of time employed by your firm.

 

  1. At least three project owner references for work completed by your firm. References should be selected from projects prominent in your SOQ. At least two of the references should be from outside The Evergreen State College. Cited references should include project name, reference name, title, project role, and current contact telephone number.

 

  1. Completed Federal Government GSA Standard Form 330 (Part I &II). The form is available online at the following website address: https://des.wa.gov/services/facilities-leasing/public-works-design-construction/formsreference-documents.

 

 

Submittal Deadline: One (1) original unbound copy and four (4) bound copies of the Statement of Qualifications containing the above-listed items must be received at The Evergreen State College, Facilities Services Office, Lab II Room 1254, 2700 Evergreen Parkway N.W., Olympia, WA 98505 no later than 2:00 p.m. on May 25, 2021. Submittals sent by mail or courier shall be sent to the address below and must be delivered to the Facilities Services Office by the deadline stated above.  Courier submittals should be placed in the drop box at the west entrance to the Lab II building. Faxed or e-mailed submittals will not be accepted.

Selection Process: An evaluation committee will review The SOQs and the most qualified firms will be invited to an interview. The evaluation committee’s qualified firm(s) will be invited to enter into contract negotiations.

 

MWBE:        The Evergreen State College is committed to providing the maximum practicable opportunity for participation by minority business enterprises (MBEs) and women business enterprises (WBEs) in its contracts through direct contracts with The Evergreen State College, and sub-consulting or supplier participation. The Evergreen State College strongly encourages MBEs and WBEs certified by the State OMWBE to respond to this RFQ. Voluntary goals of 10% for MBEs and 6% for WBEs have been established for this project. However, no minimum level of MWBE participation will be required as a condition for entering into a contract.
