Carpet Removal, Drywall & Insulation Installation, and Interior Painting

Brigid Collins Family Support Center is soliciting bids from qualified contractors for the following services:

  1. Carpet Removal

    • Remove and dispose of existing carpet and associated padding from designated rooms.

    • Prepare subfloor for new flooring installation (to be completed under a separate contract).

  2. Drywall & Insulation Installation

    • Install new insulation in designated wall sections per Washington State energy code standards.

    • Install new drywall, tape, mud, and finish surfaces to a smooth, paint-ready condition.

  3. Interior Painting

    • Apply primer and two coats of low-VOC paint to specified walls, ceilings, and trim.

    • Colors to be approved by owner prior to application.

Contractor is responsible for:

  • Providing all materials, tools, and labor.

  • Protecting existing finishes, furniture, and fixtures.

  • Maintaining a clean and safe worksite.

  • Complying with all applicable codes, regulations, and federal labor standards.

Davis–Bacon Act Wage Requirements

This project is subject to the Davis–Bacon Act and related labor standards provisions.

  • Contractors and all subcontractors must pay laborers and mechanics no less than the prevailing wage rates for corresponding work classifications as determined by the U.S. Department of Labor for Whatcom County, Washington.

  • Certified payroll records must be submitted weekly to the project owner or their designated representative.

Note: Under Executive Order 14026, contractors must pay no less than $17.75/hr or the above listed Davis–Bacon rate, whichever is higher.

Project Timeline

  • Anticipated Start Date: October 2025

  • Substantial Completion: November 2025

Eligibility

  • Bidders must be licensed, bonded, and insured in the State of Washington.

  • Preference will be given to certified Women-Owned, Minority-Owned, and Small Businesses registered with OMWBE.

  • Experience working on projects requiring Davis–Bacon compliance is preferred.

Please submit your proposal including:

  • Company name, contact information, and OMWBE certification status.

  • Detailed cost estimate (labor, materials, and any other charges) reflecting Davis–Bacon wage rates.

  • Proposed project schedule.

  • Statement confirming compliance with Davis–Bacon wage and reporting requirements.

*Construction will occur at Brigid Collins's building located at 1231 N Garden St. in Bellingham, WA. The space where construction will take place measures approximately 2,000 square feet. Bidders can arrange for a site visit to gather measurements and details by emailing contact@brigidcollins.org or calling our main phone line at (360) 734-4616 Mon-Fri 10am-4:30 pm. 

Deadline for Submission: August 31, 2025 at 11:59 pm (Pacific Time)

Brigid Collins Family Support Center reserves the right to reject any and all bids and to waive informalities or irregularities in the bidding process.

Bid Opening Date & Location: Final Bids will be opened at 1231 N Garden St. Bellingham, WA 98225 on Wednesday, September 10, 2025, at 10:00 am (PST).
