Child Benefits Feasibility Studies

The State of Washington, Department of Children, Youth, and Families (DCYF) plans to issue a Request for Quotation and Proposal (RFP) to solicit responses from qualified bidders for Child Benefits Feasibility Studies.  In response to a legislative-mandated proviso, DCYF shall procure services utilizing “pass through funds” “provided solely for the department to contract with an entity for three separate studies. The department must submit the studies to the governor and the legislature by June 30, 2025.” The studies must analyze:

a.    The feasibility of implementing a universal child allowance and universal baby boxes;

b.    The feasibility of a social wealth fund for Washington state; and

c.     The current cash and cash-equivalent benefits currently available for Washington state residents who are nonworkers.”

 

Potential bidders must demonstrate how they meet the minimum qualifications as part of their response.

 

All bidders must meet the following minimum qualifications:

  1. Licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
  2. Bidder must certify that they have not been debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in transactions by any federal department or agency.
  3. Preferred Experience (not required):  Experience with universal child allowance and universal baby boxes, social wealth fund for Washington State or cash and cash-equivalent benefits for Washington state residents who are nonworkers preferred.

 

The RFP will be issued on August 28, 2023 and responses will be due on October 9, 2023 This solicitation and all its amendments are posted in the Washington’s Electronic Business Solutions (WEBS) system.  WEBS can be accessed at https://fortress.wa.gov/ga/webs/.
