NOTICE INVITING BIDS
RECEIPT OF BIDS: Sealed Bids for Well 9A Drilling will be accepted by mail, or in person by the
City Clerk or designated staff on September 19, 2024, between 1:00 PM and 2:00 PM in the lobby
of the Norm Dicks Government Center (6th Street entrance) located at 345 6th Street, Suite 100,
Bremerton, WA 98337. (360) 473-5323.
Prospective bidders are hereby notified that they are solely responsible for ensuring timely
delivery of their bid to the City of Bremerton. Bids received after the specified time and date will
not be considered.
OPENING OF BIDS: The bids will be publicly opened and read on September 19, 2024, at 2:00
P.M. PST in the first floor Council Chambers.
DESCRIPTION OF WORK: The Work shall include drilling and testing Well 9A at 318 Firway
Lane, Bremerton, WA 98312. The drilling method is mud rotary drilling. The site is located in a
residential neighborhood in Kitsap County, WA, outside Bremerton City limits.
ESTIMATED COST: $950,000
COMPLETION OF WORK: The Work must obtain Substantial Completion within 165 calendar
days of the date of issuance of the Notice to Proceed. Notice to Proceed will be issued no later
than February 10, 2025.

PURCHASING CONTRACT DOCUMENTS: The Contract Documents may be ordered and
purchased online from ARC Document Solutions in Tacoma, WA (http://www.e-arc.com/tacoma/).
Payment is typically cost of reproduction (non-refundable).
PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract
Documents. Sealed envelopes containing bids shall be titled: Well 9A Drilling.
BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash,
certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the
amount of such bid proposal. The failure to furnish a bid deposit of a minimum of five percent shall
make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.
PERFORMANCE BOND: The successful bidder will also be required to provide a Performance
Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance bond within the time stated in the specifications, the
bid proposal deposit shall be forfeited to the City of Bremerton.
WAGE RATES: Contractor shall file a “Statement of Intent to Pay Prevailing Wages” with the
State of Washington Department of Labor & Industries prior to commencing the Contract work.
Contractor shall pay prevailing wages and comply with Chapter 39.12 of the Revised Code of
Washington, as well as any other applicable prevailing wage rate provisions. Contractor will be
required to pay Kitsap County Prevailing Wage Rates current on the bid opening date. The Kitsap
County prevailing wage rates are available at the Dept. of Labor and Industries website.
PRE-BID CONFERENCE: A pre-bid conference will be conducted by the City on September 10,
2024 at 1:00 p.m. The objective of the pre-bid conference is to acquaint prospective bidders with

the project site, the work and to answer questions prior to the bid. Meet at the project site. There
is limited parking at the site so do not bring more than one vehicle per company.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids
on any or all schedules or alternates or to waive any informalities in the bidding and shall
determine which bid or bidders is the most satisfactory and responsible bidder and shall be the
sole judge thereof. No plea of mistake in the bid shall be available to the bidder for the recovery of
his/her deposit or as a defense to any action based upon the neglect or refusal to execute a
contract.
PUBLIC DISCLOSURE: All Proposals, including attachments and any documentation, submitted
to and accepted by the City in response to this Notice Inviting Bids become the property of the City
and are subject to the disclosure provisions of the Washington Public Records Act. Submittals
shall become property of the City and considered public documents under applicable Washington
State laws. All documentation provided to the City may be subject to disclosure in accordance with
Washington State public disclosure laws.
CONTRACTOR RESPONSIBILITY: It is the Contractor’s responsibility to examine all
specifications and conditions thoroughly and comply fully with specifications and all attached terms
and conditions. Contractors must comply with all Federal, State, and City laws, ordinances and
rules, and meet any and all registration requirements where required for Contractors as set forth in
the Washington Revised Statutes.
RIGHT TO CANCEL: The City of Bremerton reserves the right to cancel or reissue all or part of
this solicitation at any time, as allowed by law, without obligation or liability. The Notice Inviting
Bids documents are not intended to constitute, or be interpreted as, a call for tenders, and the
submission of a Bid is not intended to create any contractual or other legal obligations or duties
whatsoever owed to any qualified Vendor by the City, including any obligation or duty to accept or
reject a Bid, to enter into negotiations or decline to enter into or continue negotiations, or to award
or not award a Contract. Without restricting the generality of the foregoing, no contractual relations
shall exist between the City and any qualified Vendor until the execution of a Contract with that
qualified Vendor.
