City of Bridgeport - 500,000 Gallon Reservoir Recoating and Repair - Call for Bids
Sealed Proposals will be received by the undersigned at the City of Bridgeport, 1206 Columbia Avenue, Bridgeport, Washington 98813, up to 2:00 p.m.; local time on Tuesday, September 16, 2025, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the 500,000 Gallon Reservoir Recoating and Repair.
Complete surface preparation and recoat the interior of a 500,000 gallon welded steel reservoir. Complete required metal repairs prior painting. A temporary 15,000 gallon water storage tank and associated piping and controls will need to be installed prior to taking the tank out of service.
The Work shall be substantially complete within 100 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk-Treasurer, City Hall, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Bridgeport” and in an amount of not less than five percent (5%) of the total Proposal amount.

Financing of the Project has been provided by the Environmental Protection Agency and the City of Bridgeport, Washington. The City of Bridgeport expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal.

The contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or other legally available remedies.

This project is partially funded by the City of Bridgeport, Washington, with federal funds from the Environmental Protection Agency.
American Iron and Steel (AIS) & Build America Buy America (BABA)
Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless:
- All iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States;
- all manufactured products used in the project are produced in the United States—this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and
- all construction materials are manufactured in the United States—this means that all manufacturing processes for the construction material occurred in the United States.
The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project.
The City of Bridgeport expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal; and to award the Project to the lowest responsive, responsible bidder that best serves the interests of the City of Bridgeport.
