City of Mercer Island - Request for Qualifications (RFQ) for Design Services for New Water Supply Pipeline Project RFQ No. 24-47

INTRODUCTION:  The City of Mercer Island (City) is requesting Statements of Qualifications (SOQs) from qualified professional engineering firms interested in providing design and support services for the New Water Supply Pipeline project. The awarded firm shall be licensed and lawfully engaged in providing engineering services in the State of Washington.

BACKGROUND:  Seattle Public Utilities (SPU) is the sole provider of potable water to the City of Mercer Island (CoMI). On April 3, 2024, the City learned that the SPU 24-inch water Pipeline to Mercer Island was leaking in the steep sloped area in the SE 40th Street right-of-way.  Consequently, SPU crews reduced and then shut off flow, eliminating its use as the primary pipeline. SPU and their specialty contractor, in coordination and collaboration with CoMI, completed temporary repairs and testing, restoring flow through the SPU pipeline line on August 1, 2024. The repaired section was slip-lined with approximately 1,300 feet of structural liner, reducing its diameter and carrying capacity from 24-inches to 17.4-inches.

This project will install a new water supply pipeline and provide a new permanent water supply with the installation of approximately 5,000 feet of 24” restrained joint ductile iron pipe along East Mercer Way, SE 36th Street, SE Gallagher Hill Road to SE 40th Street, then east on SE 40th Street to 92nd Avenue SE, where it will connect with an existing 24-inch pipeline. A segment of the pipeline will run through WSDOT right of way.

Additional improvements will be made along SE Gallagher Hill Road, including the replacement of approximately 2,000 feet of 6-inch asbestos cement watermain and the replacement of a pressure-reducing vault. The project will also include street improvements and sidewalk enhancements along SE Gallagher Hill Road.

SUBMITTAL FORMAT AND DEADLINE

  • RFQ is posted and can be downloaded from https://mercerisland.gov/rfps
  • Submit a PDF of your proposal electronically to bids@mercerisland.gov no later than 2 pm on Monday, December 16, 2024.
  • All proposals shall be clearly titled: SOQ for Design Services for New Water Supply Pipeline
  • Please limit submittals to 10 pages using at least 11pt font (excluding cover letter, references, dividers, and resumes).
  • All proposals received will become the property of the City and will not be returned.
  • All questions on the project are due by December 9, 2024, at 12 noon (PST). Questions regarding the project may be emailed to Jason Kintner, Chief of Operations , at publicworks@mercergov.org. Any oral communication will be considered unofficial and non-binding. Questions via phone will not be accepted. All questions received will be compiled, and responses will be posted by December 12, 2024, at 2 pm (PST). It is the obligation and responsibility of the submitter to learn of addendums, responses, or notices issued by the City relative to this RFP. These will be posted on the City website at www.mercerisland.gov/rfps.
  • Rights reserved by the City: The City reserves the right to reject any or all responses received for this solicitation; extend the submission due date; modify, amend, reissue, or rewrite this solicitation; and procure any or all services by other means. The city reserves the right to modify the scope of thissolicitation.
  • This solicitation does not oblige the City to award a contract to any respondent. The final selection is the sole decision of the City, and the respondents to this formal request have no guaranteed appeal rights or procedures. At its option, the City reserves the right to waive as informality any irregularities in proposals and/or to reject any or all proposals.
