CITY OF SEATTLE NOTICE TO CONSULTANTS FOR SDOT 24-034QP: AURORA AVE N SAFETY AND TRANSIT ACCESS IMPROVEMENTS – COMMUNICATIONS & OUTREACH (FTA– WA-2025-005-00)
The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Project Management, Project Implementation, Public Outreach & Communications, Public Involvement Support, Agency Coordination and Stakeholder Facilitation, Planning Services, Strategic Equitable Outreach Support, Community Task Force Formation and Facilitation with the intention of possibly awarding the consultant to support through 100% design and potential for construction management support services.
Project Description: The City of Seattle, through its Department of Transportation, SDOT, requests Statements of Qualifications for the Aurora Ave Project to provide strategic communication, agency coordination, stakeholder facilitation, and community engagement services, including but not limited, to a commitment to engaging with diverse communities, communities of color, and low-income communities in line with the City of Seattle’s Race and Social Justice Initiative. SDOT was awarded Federal Transit Administration (FTA) Equity Formula Funds to complete our corridor planning work. Building on previous planning, analysis, and outreach efforts, the purpose of this contract is to:
- Provide strategic communication, agency coordination, stakeholder facilitation, and community engagement services for the Aurora Ave Project.
- Support the completion of the Aurora Ave Corridor Planning Study as well as the development and implementation of interim spot safety improvements.
- Coordination with other consultant teams delivering planning and technical support service for the duration of the project.
- Forming and facilitating a community advisory committee to guide the development of the concept design for the corridor.
This negotiated hourly rates contract is estimated to be up to $790,000 with an anticipated project schedule of Q2 2025 through Q1 2027.
SDOT reserves the right to retain the services of the successful firm for any subsequent phases (PS&E, CM) associated with this project.
This project is anticipated to be federally funded in part through the FTA. This project has a mandatory DBE 4% Goal.
Consultants will be evaluated and ranked on Project Team Qualifications, Past Project Experience, Project Approach, Project Controls – Cost & Pricing, and Approach to meeting the DBE goal (100 Points).
Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for February 05, 2025, at 3:00 PM. Electronic submittals must be uploaded to OpenGov by March 05, 2025, at 4:00 PM.
